The weapons enter circulation. Circulation creates incidents. Incidents create fear. Fear drives demand for Guardian Home security systems, Guardian Protection Services contracts, and Guardian Alert monitoring subscriptions. Sponsorship agreements require that reported incidents include a "security assessment" sidebar — algorithmically generated, suggesting protective measures appropriate to the incident type. The sidebar always recommends Guardian products. A shooting near your sector is a reasonable time to consider home security. The reasonableness is the mechanism.

Justin Rothwell's Good Fortune corporation processes 78% of Guardian Home subscription payments. The payment infrastructure charges a 2.3% processing fee. Good Fortune also underwrites the installment plans that allow Dregs residents to afford Guardian Home panels on credit. The interest on those installment plans exceeds the panel's purchase price within fourteen months. The Rothwell who controls Guardian built the first Guardian force as family protection — armed security for the Rothwell estate, staffed by people who answered to one brother and understood the job description was flexible. The transition from family security to commercial security required one insight: everyone wants what the Rothwells have. Not wealth. Safety. The feeling that the door will hold.

He understood violence as a constant that redistributes rather than disappears. The question is never whether violence exists. The question is who controls it and who invoices for it. By consolidating legitimate violence — security, defense, enforcement, justice — into a single corporate structure, he made Guardian essential.

Growth timeline:

• Phase 1: Family protection force. Small, loyal, expensive.
• Phase 2: Corporate security. Factories, estates, Rothwell holdings.
• Phase 3: Mass market. Guardian Home launches. Every household becomes a potential customer. The shift from selling to corporations to selling to individuals required a new emotion: personal fear. The marketing department was established.
• Phase 4: Post-Cascade expansion. Governments collapsed. Their security forces collapsed with them. Guardian filled the gap with prepared infrastructure. Police forces contracted out to Guardian because Guardian was already operational and nations had ceased to exist. Military veterans joined because Guardian was hiring. Weapons manufacturing scaled. By the time the Treaty of Shared Infrastructure established the new order in 2171, Guardian was the security infrastructure for most of the Sprawl. Rebuilding public alternatives would have meant dismantling Guardian first.
• Phase 5: Present. Guardian's security infrastructure exceeds the military capacity of most pre-Cascade nation-states. The Rothwells call this "market position." Their actuaries call it "century-scale preparation." Both are accurate. The Rothwells plan on timescales that always include collapse.

The Collective has published data — unverified, widely circulated — mapping Guardian Arms distribution patterns against Guardian Home installation spikes across forty-seven sectors over three years. The correlation coefficient is 0.91. Guardian's public relations division calls the analysis "methodologically flawed." The Collective calls it "a receipt."

The Collective's methodology treats correlation as causation. Guardian's rebuttal treats correlation as coincidence. Guardian's earnest position is that the threat is real, that the data confirms it, and that vigilance is the only honest response to a Sprawl in which only the unprotected pretend otherwise. The Collective considers Guardian's earnest position to be itself the evidence. Guardian considers the Collective's position to be itself the negligence. Both correspondences are filed.

The Chef's territorial expansion through the Dregs illustrates the pattern in miniature. The Feast's protection of its feeding territories has displaced three Guardian Protection Services contracts in the past year — Dregs residents choosing The Chef's earned loyalty over Guardian's invoiced coverage. Guardian's response has not been to improve service. Guardian's response has been to increase threat reporting in adjacent sectors, driving demand inward from the edges. Where The Chef feeds, Guardian cannot bill. Where Guardian cannot bill, the threat assessments become more detailed.

GG — whose mother's death Guardian's bureaucratic denial process caused — has made the corporation her primary target. Her attacks on Guardian infrastructure appear in no crime reporting feed. The feeds are Guardian-sponsored. The editorial board categorizes stories in which Guardian is the threat as "categorically miscoded" — the defense cannot, by definition, be the harm; the proposition does not parse; submitted drafts are returned to the desk for revision.

• GG — Guardian's former employee whose mother died because a bureaucratic denial process worked exactly as designed. Now Guardian's most persistent adversary. Her attacks target Guardian infrastructure with the specific knowledge of someone trained inside it. Guardian's crime reporting feeds do not cover her operations.

• The Chef — The Feast's territorial expansion threatens Guardian-protected zones in the Dregs. Where The Chef feeds, residents stop paying Guardian subscriptions. Three Protection Services contracts lost in twelve months. Guardian cannot compete with loyalty earned through communion.

• The Collective — Underground resistance that Guardian's security apparatus actively hunts. The Collective's published analysis of Guardian Arms distribution patterns remains Guardian PR's least favorite document.

• Judge Dreg — Former Guardian officer. Walks circuits through the Dregs producing the outcomes Guardian claims to produce. Uses their methods. Carries no invoice. The distinction matters to everyone except Guardian, who classified his departure as "voluntary separation — no exit interview required."

• Karen — Field compliance officer for Guardian Compliance, the residential-governance division Guardian sells to gated enclaves: the bylaws layer atop Guardian Home hardware and Protection Services patrols. His Backup is not bluster — when he places the call, Protection Services answers, an armed detail dispatched to a food court over a man in the wrong square of tile. He is the consumer-facing edge of the same conviction Guardian points at the Sprawl, scaled down to a square of polished floor, and interchangeable with the contractor on the next concourse over — the retail sibling of Karen's residential governance and the opposite scale of Facility Seven's industrial machine. Guardian neither knows nor needs to know his name.
