The Saturation Load is the licensed districts' published seasonal measure of absorbed ambient stimulus, and the sealed incidence model derived from it returns an expected count of overflow events per district per season
Overview
The Saturation Load is a single number, published every season for every licensed district, and it is the most consequential figure in the Sprawl that nobody can look up the derivation of.
It measures absorbed ambient stimulus: what a resident of that district actually takes in across a day, aggregated over hoardings, transit address systems, retail injection nodes, civic notice, and the statutory hours of the Attention Tithe. The notice is posted at the head of the busiest stair, because the regulation requires posting at the point of maximum measured exposure, and the regulation was written by people who meant that as a warning.
What made the figure matter is not the measurement. It is the sealed model that reads it and returns an expected count of overflow events for the coming season — and the fact that the count is right.
How It Works
The survey is quarterly and dull. Officers inventory emitters, weight them by dwell and density, and return a district figure. Anybody can read the figure. Nobody outside the Custodian Corps can read what happens next.
The incidence model is sealed. It takes the Load, applies a propagation term, and publishes a forecast band. The propagation term is the part that makes it work, and it comes from the Sera Incident: one analyst's panic reaching forty thousand strangers in six minutes through an open mesh. Nobody died at Sera, which is why it could be studied for eleven years. The papers established that an interior state is a transmissible event. The Shared Wound is why it stayed one — every remedy shipped since muzzled the transmitter, and not one of them closed the receiver, because a listener cannot be sued.
So the model does not forecast individuals. It forecasts rooms. A dense landing is a space in which one failure spreads, and the band is an estimate of how far.
The Corps declines to publish the model, and its reason is sound: a legible model would be gamed by the emitters inside a season, and the figure would stop meaning anything. The cost of that soundness is that the band which decides whether a death requires a defendant is not a document anybody can be shown.

Guardian supplies the incident files the model calibrates against and sells the household overflow cover priced from the published level, which makes one company both the source of the rate and a beneficiary of its number. Nothing about that required manufacturing: the load is another firm's product and the fear is genuine.
The Optimization Paradox is the controversy the figure sharpens, and it is the Paradox's least arguable instance — the unmeasured cost here is in fact measured, forecast, and priced. The Great Divergence supplies the gradient the load rides down, since the survey rules mention no class anywhere and litigability is a purchased capability.
The Overflow is the thread that runs on this instrument, and the instrument was not built for it.

Social Impact
The figure was a victory before it was anything else. Districts fought for it — the loud ones, the ones under the transit throats — because until the aggregate had a number, every emitter was individually lawful and the sum was nobody's responsibility. The Load is why a district can say it is being made unlivable and be holding something when it says it.
Then the forecasts started holding, and the instrument quietly acquired a second job.
A district that meets its predicted number has not had an accident; it has performed as specified. An act inside the band arrives at a tribunal already accounted for. Composed with the Negligence Doctrine — a premium rule, written by people who never met the survey committee — the pair produce the licensed districts' operative test for criminal responsibility: inside forecast, subscription current, file closed. Vidal Ancheta has petitioned four times against that arithmetic from inside it, and been refused four times, correctly.
The figure also created a market. A district that can read its own number will pay to lower it, and the Abatement Office sells exactly that. Because the Tithe's hours are statutory, the total cannot fall, so what the trade actually moves is location — and the receiving district is selected on standing rather than need. The Stacks have taken three certificates in eleven years and have never filed against one.
The strangest exemption is the Trench, four miles of tunnel with no figure at all. An unmeasured district cannot receive a certificate. Nobody down there chose the tunnel over a reading; being unprofitable to measure simply turned out to be the only complete protection anyone has found.
