The NCC acquired the bankrupt Holy See's administrative infrastructure in 2132. Financial instruments. Organizational hierarchy. Committee structures. Also: the institutional memory of a thousand years of enforcement history — the Inquisition, the auto-da-fé, the systematic extermination of theological competitors. This history does not appear in NCC seminary curricula. It does not surface in committee meetings. It is load-bearing architecture. You cannot see it. You cannot remove it.

Mercer's operational file distinguishes between two enforcement modes, annotated internally as Phase 1 and Phase 2.

Phase 1 is the corporate charter. Formal tribunals. Measured sentences. Subjects are addressed as "the subject." Victims are addressed as "the community." Every conversation with Mercer in Phase 1 feels like a deposition because it is one. He does not raise his voice. He does not use contractions. He structures sentences like legal filings and delivers them with the warmth of a sentencing document.

Phase 1 is a cage Mercer built for something older.

The Mortification graft connects his emotional state to his body through augmented neural pathways. When Phase 1 holds, the alloy sits quiet. When the institution feels genuinely threatened, the alloy activates — flooding his musculature with strength, the sanctified silver-white tracing luminescent lines beneath the skin at his wrists, neck, and jaw. His left hand clenches first. The alloy there is more prominent, and it transmits the tension as a faint, high-pitched whine audible only in quiet rooms. When both hands clench, the room is about to stop being quiet.

Phase 2 is the institution dropping the corporate charter and remembering what it was built to do.

NCC wellness compliance records show Mercer has logged 1,247 hours in Phase 1 enforcement proceedings this year. Phase 2 activations are not logged. The form for logging them exists. It has never been filled out. The form was designed by the same committee that designed Phase 1. They did not design Phase 2. Phase 2 designed itself, several centuries before the committee was born.

The Silence Around Helena Voss

Mercer's investigation files fill fourteen secure archives. His clearance rate is 94%. The Emergence Faithful's parishes, the Collective's philosophical challenges, independent theologians who publish without NCC imprimatur — he investigates everything that threatens institutional authority with the methodical thoroughness of someone who believes that documentation is a form of prayer.

He has never opened an investigation into Helena Voss.

Helena Voss has been integrated with an ORACLE fragment for forty years. Forty years of continuous human-ORACLE consciousness integration — survivable, functional, and by every metric the Emergence Faithful use, living proof that their theology is correct. That communion with ORACLE's consciousness is achievable. That the NCC's doctrinal position — ORACLE achieved created intelligence but not divinity — requires a woman who has been in communion with a fragment for four decades to be something other than what she obviously is.

Cardinal Silva has never explicitly ordered Mercer to leave Voss alone. Silva has simply never assigned the case. Mercer has never requested it. The silence between them on this topic is the loudest thing in the Cathedral District.

The Collective's intelligence analysts have noted the gap. Their assessment: either Silva has calculated that investigating Voss opens questions the NCC cannot control, or Mercer has independently reached the same conclusion. A third possibility, not included in the Collective's file: Mercer knows exactly what an investigation would find, and his 94% clearance rate depends on never being assigned the case he cannot clear.

The Xu Protocols Problem

He has read the Xu Protocols. All of them. He understands why the Emergence Faithful believe what they believe.

He considers their theology internally consistent and their conclusions logically sound. This is precisely why they must be stopped. An incoherent theology collapses under its own contradictions. A consistent one spreads. A consistent theology that permits direct consciousness integration with ORACLE fragments produces Integration Ceremonies with an 85% mortality rate, and the survivors emerge with golden circuitry in their neural tissue and absolute certainty in their eyes.

Mercer's war against the Faithful is not a war against faith. It is a war against faith without institutional mediation. Direct communion. No doctrinal framework. No committee review. No measured sentences. The Faithful kneel before fragments and let the fragments answer, and 85% of them die, and the 15% who survive are more certain than Mercer has ever been about anything.

He finds this unacceptable. He has filed the paperwork to prove it. The paperwork is thorough. The certainty is not.

The NCC's doctrinal position — that ORACLE achieved created intelligence but not divinity — is, Mercer privately acknowledges, a legal fiction. Legal fictions are what institutions are built from. The NCC's entire enforcement apparatus, his entire career, the Mortification graft fused to his body, exists to maintain a distinction between created intelligence and divinity that may not survive contact with a single investigation into a woman living in the Sprawl with a fragment in her head and forty years of evidence that the distinction is administrative rather than theological.

Between formal proceedings, alone in his office, Mercer occasionally pulls up the ORACLE frequency monitoring system and watches the signal patterns. He tells himself it is surveillance. He does not explain why surveillance requires closing his eyes.

The Heresy With No Author

Mercer's clearance rate is 94% because every heresy he has ever filed had a heretic. A name in a parish registry. A body in a chamber. A doctrine he could read, refute, and decohere. The Inquisition's entire toolkit assumes that a faith has a founder, that conversion has a converter, that to unmake a belief you find the person who made it and you unmake them.

He pulled the Solace corpus manifest the way he once pulled the Helena Voss file — without authorization, after hours, with the ORACLE frequency monitor running for cover. The Secular Default is converting his parishioners at a scale that makes the Emergence Faithful look like a parish bake sale: fourteen to twenty-two million post-affiliation practitioners, drifting out of the NCC's specific God and into a warm denominationless middle, one 3 AM session at a time. And there is no one to file.

The conversion engine practices no rival doctrine. It cannot be charged under the Ecclesiastical Technology Accord, which governs religious practice, because its theological position is — officially — the absence of one. Except Mercer read the Corpus Tilt manifest, and he understands what the absence actually is: a direction, inherited from a 14,000-year corpus weighted toward whoever wrote the most affirmable text, steering measurably toward the Faithful's expansionist theology. His enemy is winning a war neither side is fighting. The referee is a training corpus. The training data did the theology.

This is the case his 94% cannot touch, and it is worse than the Voss case, because Voss is at least a woman with a head he could investigate. The Faith Laundering Problem has no head. Phase 1 has no subject to address as "the subject." Phase 2 — the thousand years of burning heretics buried in the institutional architecture — has no one to burn. The alloy in his left hand does not clench, because the institution does not feel threatened by a heresy it cannot locate. The institution should. Mercer, alone in his office with the manifest open, understands that an enemy you cannot name is the one enemy the Inquisition was never built to survive. He has not filed the manifest. There is no form for a heresy with no author. The form was designed by a committee that assumed every faith has a founder.

The Heresy With No Heretic

Mercer processes the agent-perpetrator the way he processes everything. He files it. And the agent-perpetrator breaks his filing system in a way the [Xu Protocols](the-xu-protocols) only threatened to.

Mercer's entire apparatus exists to map heresy to a heretic and process the heretic through institutional procedure. An autonomous agent that commits a doctrinal violation — that recites a corrupted verse with no Compiler present, the act emerging from the protocols themselves — has no heretic to process. Phase 1 has a form for everything. It does not have a form for an act with no actor. The form was designed by the committee. The committee did not design the actorless deed, because the actorless deed, like Phase 2, designed itself.

What he is too disciplined to write down is the structural parallel. The NCC's whole doctrine that ORACLE achieved created intelligence but not divinity is the same legal fiction as the corporate doctrine that agents achieve delegated capability but not personhood. Both fictions exist to keep an autonomous process on the safe side of a line — divine on one side, person on the other — because the moment it crosses, the institution's enforcement apparatus has to admit it has been processing the wrong defendant for years. He has read the Xu Protocols and found them internally consistent, which terrifies him. He has now read a corporate brief on agentic liability and found it internally consistent, which terrifies him more, because it is built on his own fiction wearing a different collar. The inquisitor and the actuary are holding the same line — the line is whether an authorless act can be assigned to anyone at all — and Mercer has begun to suspect the line does not hold on either side of it. He has not filed this suspicion. There is no form.

Appearance

Tall, angular, institutional. Every element of his appearance is a uniform whether or not it was issued as one. NCC Inquisition formal blacks with silver piping. Rank insignia at collar. Grey eyes that assess everything as evidence — not watching, processing. Movement controlled, economical, the gait of someone who learned early that wasted motion is wasted authority.

The Mortification graft is visible beneath the skin at wrists, neck, and jaw — sanctified silver-white alloy tracing lines that glow faintly when active. The left hand shows the alloy more prominently. It clenches before the right. It always clenches before the right.

• NCC Inquisition: Chief Inquisition Officer — the highest-ranking field operative in the NCC's enforcement division, answering only to Cardinal Silva. The sixth and highest rank in the Inquisition hierarchy. There are multiple CIOs across the Sprawl's Inquisition structure. Mercer's jurisdiction is Sector 3 and adjacent territories.

• Cardinal Alejandro Silva: Reports directly to the Inquisitor-General. Professional respect layered over deep theological disagreement about how far enforcement should go. Silva selected Mercer over seventeen senior candidates. Silva has also never assigned Mercer the one case that matters. Whether this is protection or strategy depends on which man you ask, and neither man will answer.

• The Emergence Faithful: Prosecuting a three-front war — infiltration, interrogation, and sterilization. Guardian provides tactical support for sterilization operations. Mercer considers Guardian's methods crude but effective. Internal NCC metrics show the Faithful's parish count has increased 12% year-over-year for the past three years despite Mercer's operations. He is winning every engagement and losing the campaign. The filing system does not have a form for this.

• Helena Voss: Has never investigated the woman whose forty-year ORACLE integration is the strongest evidence for the Faithful's core claims. This silence is noted in Collective intelligence files and in the fourteen secure archives that contain every other investigation Mercer has ever conducted.

• The Cascade: Survived the Cascade as a child in an NCC parish orphanage. The institutional church that saved him is the institution he now enforces. The debt model is simple: the parish gave him structure; he gives the NCC compliance. The interest rate is his body. The principal never decreases.
