The certificate is one line of arithmetic and it balances. That is the complaint.

The Abatement Office is the licensed surveying trade that lowers a district's published . An officer walks the district, inventories the relocatable emitters โ€” stanchion arrays, address stacks, retail injection nodes, tithe-delivery points โ€” and moves them. The reduction is real and it appears in the next seasonal notice, which is more than most public-health work can say.

What an officer cannot do is lower the total. 's daily hours are statutory, the emitters have to stand somewhere, and so abatement is conserved. Every certificate names a receiving district, and both figures are printed on the same page: the issuing district's falls by exactly what the receiving district's rises. Nothing is hidden. The entire document is a subtraction and an addition, and they match.

This is not the paperwork of a corrupt profession. It is the paperwork of an honest one operating inside a fixed quantity, which turns out to be worse, because there is no lie in it to expose.

Organization Structure

Two floors of a licensed-trades building on the administrative shelf above Old Town, and a fleet of survey crews who are almost never in it.

Officers hold a survey certificate rather than a medical or civic one, and the training is technical: emitter classes, dwell weighting, density correction, and the relocation schedule. Nobody at the Office is trained on the incidence model, and almost nobody has seen it. They move the input. They read the output in the same posted notices as everybody else.

The decisive limitation is structural. selects the receiving district and issues the Mandate Notice that authorises a relocation, without stating its basis. The Office executes. An officer cannot see why a destination was named and has no standing to ask, and this split is the profession's defence โ€” a genuine one, because the ignorance is real.

The Office has twice petitioned for survey authority over tithe-delivery points, which would let it touch the statutory floor. Both petitions were refused. The manual still states the constraint in its second paragraph, which every officer can quote.

Officer Rhoda Tenn keeps a private ledger of every certificate she has signed in nineteen years. The column sums to zero. She calls it the balance and has shown it to nobody.

She is not conflicted about the work and will argue for it at length. A certificate she wrote took four hoardings off a street with a school on it, and the street's figure fell, and the children on it are measurably better off; she considers this a complete answer to most of what is said about her trade, and it is difficult to explain why it is not.

She also keeps a ledger. Private, in a drawer, one line per certificate for nineteen years: district out, district in, figure moved. The column sums to zero, because it has to. She calls it the balance. She has shown it to nobody, has never mentioned it in a hearing, and continues to add to it, and when asked directly why she keeps it she has said only that somebody should have the whole page.

Cultural Influence

The trade has made a respectable civic virtue out of a transfer, and the receiving districts have no vocabulary to object with.

A district that lowers its publishes the fact. It appears in tenancy advertisements, in school prospectuses, in the case a district makes for its own housing band. Nobody advertises having received. There is no ceremony for it and no word for it that is not the technical one, and the certificate arrives by post.

The rule requiring a named recipient was written so the destination would be visible and contestable, and it succeeded completely at the first half of that. has read all three, can quote both columns, and says the officers did nothing wrong, which disappoints most of the people who ask him.

The comparison that irritates officers is , where a member pays by the session for a shielded room and the load is switched off rather than moved. Officers point out, accurately, that a club protects one person and abates nothing, while a certificate protects a district and abates somebody else. Both halves of that sentence are the argument.

An officer can move a hoarding. An officer may not touch a tithe hour. Everything else in the trade follows from those two sentences.
