Overview

The Twelve-G Waterworks is where the came from, and the Sprawl has arranged for it to look like nothing. Low pump halls on the East Oakland flats, chain fence, flood lights, the smell of clean water in a sector that smells of everything else. Grid parcel 12-G. The war's whole cause fits inside a fence you can walk around in forty minutes.

The arrangement inside the fence is the treaty in miniature, which is to say the war in miniature, administered. Ironclad runs the physical plant โ€” the pumps, the purification trains, the distribution mains โ€” as it has since 2159. Nexus runs the numbers โ€” the monitoring, the quality control, the allocation algorithms โ€” the half of an aquifer you cannot drink. The two halves meet in a joint operating board whose standing agenda has opened with the same item for thirteen years: basin recharge status. The board's members change; the item does not; the basin recharges on geology's schedule and negotiates with no one. Output remains capped exactly where 's override set it on 9, 2171. The cap that started the war turned out to be, on thirteen years of data, correct โ€” a finding both corporations have accepted and neither has ever said aloud in the same room.

Eighty meters from the boardroom stands monitoring station 12-G-4, where the died. Their plaque is the only war memorial the belligerents maintain together, renewed jointly every 11 in the Sprawl's briefest ceremony: two delegations, one wreath, no speeches, water audible through the wall.

Staff call this the scarecrow, and water theft in parcel 12-G runs at approximately zero, because stealing from the one site the entire corporate order has agreed is sacred is understood to be the Sprawl's fastest form of suicide note.

Strategic Assessment

The Waterworks is the order's one working chapel โ€” two sovereigns sharing an altar because the taught them what depending on the same aquifer means. It is also the Sprawl's proof that its peace is real and its explanation of what the peace is made of: not trust โ€” audit. Every valve has two logs. Every reading has two readers. The war taught both corporations that the aquifer could not be won, so they built the only thing left, a machine for not fighting, and it has run for thirteen years on mutual verification and a shared refusal to reopen the founding question. The founding question is still there. The drought cycles still come. The basin is finite, the Sprawl is not, and somewhere below the flood-lit halls the water table writes the only projection that has never been wrong yet.
