Appearance

Late sixties. Gaunt frame that the uniform fits worse every year. Balding from the front, thin gray hair receding in two directions at once, a lined face under sodium light. Eyes that read as professional rather than tired — the eyes of an officer on rounds. He stands straight, in the way of someone still performing a corporate role.

The uniform is the gray-green Good Fortune sector-overseer issue from 2169 — the heavy work-jacket cut, the matching trousers, the cuff-band collar. The corporate patches are gone. The darker rectangles where the insignia used to sit are visible on both shoulders and the right breast. The seams along the patch-edges have been resewn six times, each time slightly less precise than the last. The trousers are cinched with a belt that did not come with the uniform. The boots are salvage.

He carries the thermos in his right hand at hip level when walking and at chest level when issuing a directive. The thermos is refurbished — a Good Fortune-affiliate field thermos from the late 2160s with a fluorescent-green seam where the recycled coolant inside catches the light. He carries the salvage-plastic clipboard tucked under his left arm at all times. When he lowers the clipboard to write, the act is deliberate, performative, and recognizable from the Park's south catwalk at a hundred meters.

The faint pale-green vascular tracery is visible at his wrist cuffs when the sleeves ride up and at his exposed collarbone when the jacket is open. The tracery follows the vascular pattern of the underlying tissue. It is not painful. It is not, by Corrin's reckoning, present.

Compliance Operations & Management Style

Corrin's management of Dregs Park is a one-man performance of an operation the rest of the Park has consented to without acknowledging. He patrols the catwalks at three intervals per day. He files weekly compliance reports. He convenes Park-internal reviews approximately quarterly, in which he addresses the assembled crew on operational matters they have already resolved without him. He has filed forty-three eviction notices over seven years; thirty-one of these were against members of his own crew; all forty-three were filed to the same decommissioned regional address; none have been executed; Corrin has interpreted the lack of executions as "pending operator response from regional" and continues to issue new notices on schedule.

The Dregs Park Management Co. brand — the corporate facade the Park does not have — is Corrin's delusion materialized as marketing. He has, since 2180, hand-printed approximately eighty signage placards across the Park that all read in some variant of "DREGS PARK — TIER C OCCUPANCY-COMPLIANT RESIDENTIAL COMMUNITY — SITE-OVERSEER: CORRIN, L." The placards are weathered, hand-cut from salvage-plastic, and screwed to support struts where the structural-settlement of Container Bay 7 has not yet pulled the bolts loose. None of them have been removed by the Park. Three have been removed by Jay-Roc, who replaced them with stickers from his own sub-label, and were then replaced by Corrin within the same shift.

Corrin's internal classification system has the texture of a real corporate compliance framework. Riko's lean-to is "Resident Hobbyist Workspace 4-Charlie." Bubz's kittenbot bedding stations are "Resident Subsistence Provisioning, Tier C, Animal Subset." Jules's Container 7-Delta is "Subsidiary Planning Module, Operator: Volker, Jules." Jay-Roc's bunk is "Resident Audio Production Quarters, Tier D, Output: Pending Acceptance." Randy is "Site Security Coordinator, Standing." The Patty Surplus Reallocation is "Tier-C subsistence procurement, vendor: Helix-discontinued (legacy contract assumed continuing)." Every line is sincere. Every line is filed. Every line is, in some technical sense, accurate enough that the Park has not bothered to challenge it.

The weekly reports are written in a register Corrin's old training would have recognized. They begin with a one-paragraph site-status executive summary, continue through a structured incident-and-variance section, list outstanding compliance items in numbered subsections (currently outstanding: 1,247), close with a Forward Operational Note for the next reporting cycle, and end with Corrin's seal — a stamp he had made for himself in 2180 from a salvaged Good Fortune die-cast and re-engraved by Bubz to remove a Good Fortune trademark glyph that was no longer authorized. The stamp reads, in a careful hand-press: "OVERSEER CORRIN — APPROVED FOR FILING." Every report bears the stamp. Every report is filed. Every report continues.

The Coolant Protocol

The recycled coolant arrives in the thermos in approximately four-liter weekly increments, sourced from a Sump Row dealer Corrin has been negotiating with since 2180 on what he calls "an affiliate supply contract." The Sump Row dealer charges Corrin a nominal fee paid in synth-tar coupons from Riko's go-legit attempt. The coupons do not clear. The dealer continues to deliver the coolant. The terms of the arrangement have never been discussed and neither side has raised them. The Park has standing supply.

The coolant itself is industrial — a third-generation recycled flow from the Container Bay 7 cooling loop, filtered twice through Bubz's salvage-bench and once through a brass mesh Corrin acquired from Patch on a "compliance courtesy basis" in 2181. The filtering is competent. The coolant is, by Bubz's quiet assessment, no longer technically lethal to drink in the volumes Corrin consumes. The "no longer technically lethal" margin is narrower than anyone in the Park is comfortable with, and nobody discusses this. Nobody discusses the tracery either.

Corrin's body has, over seven years, integrated the coolant in ways no medical assessment in the Sprawl would describe with the word "integration." The pale-green vascular tracery is the visible outcome. There are other outcomes. Corrin's resting heart rate is forty-one. His skin runs four degrees below baseline ambient. He has not slept more than three hours consecutively since 2179. He attributes the sleep pattern to "operational vigilance, sustained" and considers it a credential. Bubz has, on two occasions, attempted to gently broach the subject. Both times Corrin classified the conversation as "out-of-scope for current shift" and walked toward the catwalk.

The deeper protocol-isms come from the deeper levels of the thermos. The longer the shift runs, the more the coolant integrates, the more the language migrates toward something none of the crew recognizes. Bubz believes — Bubz has not said this aloud — that the protocol-isms are not malapropisms. Bubz believes Corrin's body is describing what it is doing in the only vocabulary Corrin trained on, and that the language is, in some sense the Park does not have words for, technically precise.

Relationships

Randall "Randy" Deshawn — Bodyguard, permanent companion, and the only person Corrin loves. Randy refers to him as Mr. Lahey. Corrin has not corrected this in seven years. The arrangement is the central emotional fact of Corrin's life and the only relationship in his compliance framework that is not classified, numbered, or filed. Randy is exempt. The exemption has never been documented and has never required documentation.

Riko LaPorte — Operational unit Corrin has classified as "Resident Hobbyist Workspace 4-Charlie, Operator: LaPorte, R." Corrin has filed three Park-internal reviews of Riko's lean-to. All three concluded with mild satisfaction. The grow-op product is, by Corrin's reckoning, "a Tier C subsistence enrichment factor."

Jules Volker — Operational coordinator the clipboard does not officially recognize. Corrin classifies Container 7-Delta as Jules's "Subsidiary Planning Module" and files Jules's running schemes as "Operator-initiated tactical variance, monitor." Jules speaks to Corrin in clipped if-then constructions that Corrin reads as policy alignment. Corrin has, since 2182, noted Jules's drink tally in the weekly amendment as a stability metric — current entry is drink #3,847, logged under "operator hydration regimen, voluntary, within Tier-C compliance envelope." The arrangement is functional. Neither party has corrected the other.

Bubz Merrick — Technician and the closest thing Corrin has to a confidant who is not Randy, although Corrin would not describe the relationship in those terms and Bubz would not return the framing. Bubz has resewn the uniform's torn-patch seams twice. Bubz refilters the thermos's coolant on a schedule Corrin does not know about. Bubz has, on two occasions, attempted to address the coolant's effects; both attempts were classified by Corrin as "out-of-scope for current shift."

Jay-Roc — Twelve cease-and-desist compliance notes filed; zero received; ongoing low-grade administrative conflict that has structured Corrin's Wednesday afternoons since 2182. Corrin classifies Jay-Roc's audio bleed as "routing-table-corruption against the comms tower, severity: Tier B, ongoing." Jay-Roc believes the notes are fan mail from his own sub-label.

Cory Vance and Trev Vance — Two single-line entries in Corrin's residential ledger: "Vance, C." and "Vance, T." Both are listed at "Tier D residential, payment-in-kind, vendor: Jay-Roc." Corrin has not noticed the twins finish each other's sentences. The ledger entries are accurate.

The Dregs Park Boys — Corrin is the crew's nominal head on a clipboard the rest of the crew does not read. The crew defers to him on paperwork and routes around him on operations. The arrangement has held for seven years and shows no signs of needing renegotiation.

Dregs Park — Filed by Corrin as "Good Fortune Satellite Property 9-B-2" in weekly amendments. The Park is the address the reports are about. The Park does not contradict the address. The Park's residents have learned the cadence of Corrin's patrols and time their conversations around them.

History

2117 — Born somewhere in Sector 9. The pre-Good-Fortune chapter of Corrin's biography is not in any document the Park has access to and Corrin does not volunteer it. Bubz has speculated, gently, that there was a wife at some point. Corrin has never confirmed or denied this. The absence of a comment is the only data point.

2143 — Recruited into the Good Fortune affiliate-overseer training pool at twenty-six. Trained in handwriting, compliance-form structure, the daily-shift protocol manual (last revised 2168), and the procedural-correctness register that has structured his speech ever since. Issued his first overseer uniform in 2169. Wore that uniform every working day until 2177; wears the same uniform now.

2169–2177 — Sector 9 affiliate overseer for a Good Fortune residential property cluster Corrin will not name and that has since been subsumed into a Helix biotechnology campus. Corrin's performance record from this period is sealed. The affiliate desk has confirmed that the record exists and that they will not share it. Three of Corrin's former colleagues from the cluster are still working for Good Fortune; all three decline to comment on Corrin or the period.

2177 — The Coolant Incident — Reassignment in October. The Park's version of the incident is the Park's. The redacted lines from the public personnel file are the redacted lines. Corrin's version is the thermos. None of the three accounts are complete. None of them have ever been compared. The incident is the structural fact at the center of Corrin's biography and the one Corrin's voice cannot reach.

2178 — Moves into Dregs Park. The trailer that becomes Trailer 1-Alpha is selected for him by no one. He selects it himself, posts a placard, and begins compliance reporting the next morning.

2179 — Good Fortune's Sector 9 regional address is decommissioned in a quarterly consolidation. Corrin's reports continue to be filed to the same address. The reports are no longer received. The non-receipt is interpreted as long-form approval.

2180 — Has himself a stamp made. Begins compiling annual aggregates. The Park's residents notice the stamp without comment.

2181 — Patch (one level up, the Cathodics) accepts a "compliance courtesy" brass mesh from Corrin in exchange for filtering his coolant supply. The transaction is the only formal trade Corrin has executed with an external party since 2177. The mesh is in operation. The terms have never been discussed.

2182 — Files the first compliance note against Jay-Roc's audio bleed. The note is the founding document of the Wednesday-afternoon ritual.

2183 — Compiles the seventh annual aggregate. Notes a favorable review pattern from regional, sustained.

2184 — Continues.

Beliefs

He believes the Park is Good Fortune Satellite Property 9-B-2. He believes the regional address is reviewing his reports. He believes the favorable review pattern indicates ongoing approval. He believes the protocol is the thermos. He believes Randy is the failover. He believes the harmony layer is a coherent operational construct. He believes the seven years he has spent on the Park's south catwalk are continuous with the eight years he spent in Good Fortune's Sector 9 cluster. He believes the uniform is his to wear. He believes the stamp is authoritative. He believes the report is filed. He believes the filing is the work.

He does not believe he is a hustler, a tenant, a squatter, an informal-economy actor, or a former overseer. He believes he is a current overseer. He believes the current title is "Overseer." He believes the Park is on his shift.

The Park has consented to all of this. The Park does not believe any of it. The Park's residents have learned, over seven years, that the consent costs them nothing and the belief is doing structural work nobody else in the Sprawl is currently willing to perform on the Park's behalf. The arrangement is operational. The arrangement holds.

Field Observations

The Index has been "nominal" for three hundred and forty-eight consecutive weeks.

He has never raised his voice. He has never threatened anyone. He has never asked anyone in the Park for a personal favor. He has accepted, on six documented occasions, a vat-grown patty from Randy after a difficult shift. He has classified each acceptance as "Tier-C subsistence reciprocity, ad hoc, vendor: Deshawn." Randy does not know the acceptances are classified.

He does not eat with the crew. He eats alone at the salvaged steel desk in Trailer 1-Alpha, with the thermos at his right hand and the clipboard at his left. He does not listen to music. He has never been observed laughing. The official Good Fortune affiliate-desk record reads, in full: "Sector-overseer Corrin, L. — coolant-handling variance — reassigned." Three further lines were redacted. The redactions were performed by a Good Fortune compliance director who has since taken early retirement and refuses inbound contact.

The Park has its own version of the incident. The Park refuses to detail it. Corrin's version exists only in the form of a deflection — when asked directly, he raises the thermos. When asked indirectly, he raises the thermos. When the topic is approached in writing through any of the seven hundred compliance amendments he has filed since 2179, he reclassifies it as "non-substantive operational anecdote, archive Tier C" and moves on.

The relevant facts that survive: there was coolant; there was an incident; Corrin was the overseer on shift; the Good Fortune sector-overseer corps had four positions available in 2178 and Corrin was offered none of them. The reassignment letter is the only document Corrin has ever pinned to the wall of his Trailer 1-Alpha office. It relocates him from the Sector 9 overseer pool to "Sector 9 residential property liaison, on-site, Tier 4 affiliate cluster." The address it lists is a Good Fortune satellite property that did not exist in 2177 and has never been built.

Corrin moved into Dregs Park the day after the letter arrived. The Park's residents have never asked who he was before. The reassignment letter is the only document about Corrin the Park acknowledges. The Park does not acknowledge it out loud.
