The Four Hundred And Twelve

Ask him the population and he will tell you the number to the unit. Ask him again next week and he will tell you the same number, and if you round it he will correct you, in a compact sitting, in front of the clerk, every time.

This is not pedantry, though it reads that way and he has stopped explaining it.

The placement service's ninety thousand is a capacity model. It counts registered tenancies against rated units and returns a round figure, and the roundness is the tell — no building holds exactly ninety thousand people. Ansel's four hundred and twelve are the residents the model has no field for: the doubled-up, the unregistered, the ones sleeping in the stair returns on the levels where nothing transmits and nobody comes. He found them by walking. The model cannot find them because it was never given a column they fit in.

He was, by the placement service's own benchmarking, slower than the system that replaced him. This is true. He was slower because he was counting different things.

What Three Lines Of NIL Buy

By the spring of 2182 he had lost, in order, his employment claim, his credit standing, and his queue position — the first to the dissolution, the second to the floor, the third to a lapse he did not notice until he needed it.

So when the ward clerk took out a forfeiture schedule and began filling in what each of the four lines was worth, three of them came to nothing. The clerk wrote NIL three times and read all four lines back aloud, because the form has four lines and the form says read them back. The only interest Ansel actually surrendered was the fourth: record standing, the right to contest any entry made against him for the length of the term.

He signed it. He became the cheapest seat the compact had ever bonded and the only chair in the room the compact could not reach.

Both of those are the instrument working. That is the part he will not let anyone soften for him.

The Motion

The S2-B Ward Compact seats eleven. It had never moved a survey.

Not out of cowardice, and not because Ironclad was in the room — nobody owns the Stacks, and Ironclad's quarterly certification arrives remotely, from an office that has not made a site visit since 2166. The obstacle was the compact's own recusal rule, the one written to stop members voting their tenancies. A member may not move a measure whose adverse outcome would alter their own tenancy, credit standing, employment, or care priority.

Every member of the S2-B compact lives in the building.

There is no mechanism anywhere in the code for recertifying foundations under a standing structure. An adverse independent survey does not repair the Stacks, fund a repair, or produce any instruction about the ninety thousand four hundred and twelve people on top of them. It voids their occupancy standing, and after that the Score decides who gets rehoused. For twenty-six years the two members who understood this best were also the two who could never say it, because saying it required moving the motion that made it real.

Ansel moved it in the spring of 2184. It carried nine to two.

The two who voted against were not protecting themselves. They were protecting floor nine and floor fourteen, and they said so on the record, and he has never once described them as wrong.

The Survey Nobody May File

The ward fund could afford twelve days of one engineer of record.

At that rate the only person who took the work was Iona Draskovic, whose licence lapsed on the third question of a recall sitting and who has spent the years since checking work nobody may file. She measured the base slabs at four point nine times their design load. She bound the twelve days by hand, because a struck engineer's findings have no filing route, and gave the book to the one member of the compact whose word has no standing either.

So the current number for the foundations of the Stacks exists. It is held by two people, neither of whom can enter it into anything.

It has not been read into the minutes. Reading it in is a motion, and a motion is Ansel's to move, and once a thing is minuted the compact cannot un-know it. He has eleven months of standing left in which to be the person who did that.

He has not said what he will do. Nobody has asked him.

Thirty Seconds

Two levels under Stack Four, Vesna Arriola has been the entry against a missing scrubber assembly since 2165. Her response window is not a rule anybody set. It is the air reserve divided by the occupancy.

The reserve was sized for the twelve thousand of the 2149 certification. The occupancy it was divided by was ninety thousand.

Divide it instead by ninety thousand four hundred and twelve and the window is about thirty seconds shorter. Nobody has recomputed it. Not because thirty seconds does not matter — Arriola has made the changeover by hand eleven times and can say exactly what thirty seconds is worth on a plant deck — but because the recomputation would have to cite a roll whose author surrendered his standing to be cited, in order to be allowed to say the number out loud.

He has mentioned it once, at a sitting, in the third item of a budget review. It is in the minutes. It has not been actioned.

Field Observations

He owns one ironed shirt and wears it only to sittings. He irons it himself, on a board wedged across the sink, the evening before.

He does not use a stylus. The carpenter's pencil is behind his ear at all times, including at sittings, where he takes his own minutes in the back of the unfinished roll — the compact already has a minute-taker, and he has never given a reason. What is in the back of that fascicle is a list of motions with names beside them. For twenty years every record that carried his name was a complaint about him. This one is not.

He sits nearest the door because floor eleven is four flights up and he needs the time. He was referred in 2183 for a scrubber-grade respiratory course, and his queue position has been unlisted since intake, because care priority is line three and line three reads surrendered. A resumption slip is one line, takes effect on filing, costs nothing, and would put him in the queue this afternoon. It would also vacate the seat and void the settlement. He filed nothing, and the survey motion carried four weeks later.

Roughly one seat in six ends on that slip. He knows the figure. He gives it to the decimal.

Open Questions

What does he do in eleven months? The term ends in the spring of 2185. His tenancy resumes on floor eleven, in whatever the survey turns out to describe, and the settlement arrives only if he has taken nothing back.

Does the survey get read in? He has the book and the motion is his to move. Every month he does not move it is a month the compact is not obliged to have heard it.

What is the entry from month nineteen? He has said there is one he would have contested. He has never said what it is, and line four means there is no longer a procedure in which he could.

Who counts the ward after him? The roll is ruled off. Nobody has been assigned to continue it, and the placement service still returns a round number.
