Overview
A rule that cannot record success will go on punishing it.

Function scope is the list of acts a worker's certificate names. On any compacted floor the telemetry checks what a person does against that list, and an act outside it opens an exceedance: the act, its duration, the certificate reference, and a line for the supervisor's disposition. There is no line for the result. Nobody can name the meeting where that column was discussed and dropped, because there was no such meeting. The form was drafted to stop unqualified hands from doing damage, and damage is what the other fields already cover.
So harm inside scope closes clean. A sorter who drops a casing on his own foot doing precisely what his certificate permits generates an incident and a claim. A sorter who kneels on the same apron and restarts a stopped heart generates an incident, a claim, and a finding โ and only the finding follows him.
The Clause That Enumerates
The regulatory office that wrote 11.4 has now solved the same problem three times, and the third solution is the one nobody argued about.
Where a machine decides and the law needs somebody to punish, 11.4(b) licenses a human to sign. Where a machine is injured and the law needs somebody to complain, 11.4(f) licenses a human to witness. Where a person acts and the law needs to know whether they were entitled to, 11.4(d) enumerates. The certificate stopped being a statement about training and became a list. Once it was a list a machine could read it, and once a machine could read it the reading never stopped.
The list did real work immediately. Before enumeration, a foreman's judgement about who could be asked to do what was unauditable by design, and the abuses it hid were the ordinary ones: the task handed down to the person least able to refuse, the injury that arrived attached to nobody's instruction. Enumeration ended that inside eighteen months, and the signers licensed under 11.4(b) will tell you so at length. What enumeration could not do was describe an act by its consequences, because consequences arrive after the audit and the audit runs live. The certificate names the act, the telemetry finds the act, the record closes on the act. On the Slagline, where the medical contractor's median response is eleven minutes and one certified responder covers six thousand sorters across nineteen hundred metres of apron, that arrangement produced its clearest case in the ninth month of 2183.
The Core Tension
The case against unaudited discretion does not get weaker when you meet the man it caught.
Compressions from untrained hands break ribs, puncture lungs, and kill people who were going to survive. A floor where anybody may do anything to anybody in an emergency is a floor where a supervisor's hands on a subordinate can always be explained afterwards as care. The list is the only instrument on the apron a supervisor cannot talk his way around, and the people who defend it hardest are not managers. They are sorters old enough to remember what a foreman's discretion looked like.
Against that is the arithmetic of the case. Dov Ferreira knelt on the discard apron on the second of September and did compressions on Rui Beltran, fifty-one, whose heart had stopped between the sorting sheds and the fence. He did them for seventy-one seconds, until the shift's certified responder arrived from up the band and took over. Beltran lived. Ferreira broke two of his ribs.
The ribs are on the record. Segunda was forty metres away at the crossing and testified to them, which is how Beltran's claim was paid, because a contracted sorter's injury without a monitor is an injury that did not happen until somebody says otherwise. The heartbeat is on no record either party holds. One event, seventy-one seconds, two instruments: her word turned an injury into a paid claim, and the telemetry turned the help into a finding.
The failure boundary is that exact. The clause works while the unqualified act is the harm. It fails at the moment the unqualified act is the only thing in the room that helped, because the form cannot hold that fact, and a form that cannot hold a fact does not treat it as unproven. It treats it as absent.
How It Is Lived
Supervisor Nita Correa signed the disposition eleven days later, and would sign it again.
She was on the floor. She saw Beltran go down and she stayed where she was, because a Grade 4 floor certificate covers evacuation, isolation and dispatch, and dispatch is what she did. Asked afterwards whether she had thought about kneeling, she gave the answer that has since travelled the whole Ring: a supervisor who declines to sign an open exceedance has committed one. She was not describing cowardice. She was describing the mechanism by which every open finding on the band closes itself, without anyone in the chain doing a thing they were not paid to do.
Ferreira appealed. There are two grounds and he has neither: the act occurred, and his certificate does not name it. What the form offers besides the two grounds is a free-text box, and in it he wrote one sentence about what happened to Rui Beltran. The denial noted, correctly, that the submission addressed neither ground. He has filed the same appeal every quarter since, the same sentence in the same box, and the notices come back correct every time. His Grade 3 application has been returned three times. Grade 3 is the housing tier that would move his daughter off the band.
That much is a story about a form. What the apron did next is the thread.

Ferreira now pays two credits a shift into the band's gap-work pool. The arrangement is unwritten and completely ordinary: the certified hold still, somebody with no certificate at all does the thing that needs doing, and the pool covers their time. It is trusted for one reason, and the reason is not sentiment. A finding attaches to a certificate. A person holding no certificate has nothing for an audit to attach to, which makes them, on a floor where every act is read against a list, the only free hands in the building. The man punished for helping now buys another person's freedom to help, out of his own share, and calls it insurance.
Most of the Sprawl arrived at the same place from other directions and has not noticed. The Doorwrights test emergency exits at three in the morning for nothing, unasked, and chalk other people's advisories onto door frames, and no institution has ever found the standing to object โ because an objection needs an office, and the guild holds none. The Line-Walkers Union works the painted stripe between two jurisdictions on the grounds that the stripe belongs to nobody, which is the same discovery written as leverage instead of as fear. Angel descends into the Dregs to stand between strangers and harm, takes no payment, and no system in the Sprawl has located an invoice field for him. Forty kilometres south, Dr. Tzu Yu has been a licensed veterinarian operating on humans for most of his working life and has never been cited, because the certificate he holds is the wrong one to exceed.
The comparisons that sting come from inside the system. Marek Stolarz refused nine wartime dispatch orders during the Grid Collapse by citing his own employer's load doctrine, walked a gantry through forty-seven hours, and carries no finding of any kind in forty years on the payroll โ because everything he did that night sat inside the scope of a sworn load report, and the doctrine that shielded him is the doctrine that opened Ferreira's file. Ijeoma Sandoval closed one elevator bank her badge could close and her grade could not authorise, and the incident that followed produced eleven delivered advisories and exactly one citation, hers. Tavo Reyna was fifteen when he kicked a stalled loader that was lawfully scrapped that same quarter, and has not held a handling licence since. Between the boy cited for hurting a machine the ledger had already written off, and the sorter cited for saving a man the ledger has no column for, the whole instrument becomes legible.
Viktor Okonkwo walks his own sites, reads welds by touch, and corrects tolerances in red ink, none of which appears on any certificate he holds. Nobody has opened a file on the founder. The Ring does not treat this as a scandal and it is not obviously one; the doctrine has always held that human judgement is load-bearing, and his is the judgement it was written around. The sorters read the exemption the way they read the ledger that prices their debt, which is closely and without comment.
