"Every other rule you live under came out of a process," says the Nexus register's foreword. "This one came from your neighbours. We asked them. We paid them. We printed their names."
That is a real answer. The Value Injection spent a generation asking for values with authors, consent, and a paper trail. The Baseline has all three. It is the most accountable standard the service economy has run.
It is also an average of best hours, applied to all hours. The halls recorded queues and forms. They never recorded a fire, a breach, or an injury, because a hall cannot be licensed for one. Conduct in a crisis is scored against it anyway. The clause has one column.
To appeal, a claimant must argue that people cannot be expected to act as 9,041 named people did. Tribunals cannot find a way to say that.
Overview
Sabine Doust keeps her shift cards in a biscuit tin. There are 1,182 of them. Every card says the same thing: This shift is recorded. Your conduct is the material. You may stop at any time. She reads one before she leaves the flat each morning. She has not snapped at anyone in six years. She did not plan that.
Sabine is sitter 4,417 in The Attested Baseline. Her weight is 0.011 percent. The Baseline is the courtesy floor that most service counters in the Sprawl cite in their reciprocity clauses. Fall below it and you are not refused. You wait. Appeals against the standard succeed about 0.4 percent of the time, and only on a records error.
How It Came To This
In 2173, Nexus Cognitive Calibration Services began to pay people to work counters in leased halls. Returns desks. Claims windows. A man who wants a refund on an opened jar. Each sitter was told in writing, at the start of every shift and after every break, that the shift was recorded and that they could stop.
Legal wanted the notice. The notice turned out to be the product. People who know they are watched give the difficult customer one more pass.
For eight years the sittings were internal training material. Then the 2181 Attestation made every service say where its human share came from. Nexus Dynamics had heard for a decade that its values had no author. In 2182 it published the register: 9,041 names, with sitting dates, shift counts, and weights. The recruitment poster still hangs in the halls. BE YOURSELF. PROFESSIONALLY.
A follow-up cohort then found that the good conduct stays after the contract ends. At six years it shows no decay. Sabine is part of the cohort.
How It Is Lived
Zhang Lei braced a failing door with the Serpent spear while people crossed under his arms. When the shutter came down, he shouted, and seven people stepped back. That was before the clause. The record was scored anyway: raised voice, pressure on parties who did not consent. He agrees with every word. His clinic slot moved to the back. He will not appeal.
The floor made markets. Clean Lives pointed its silence room at live percentile without changing one exercise. Actuaries rejected conduct as a risk signal for the Good Fortune Score. Collections took the clause as a queue rule anyway. Hollis Sarr rents out his clean legal name. It now carries the percentile of whoever rented it last, and the rent went up. Three houses asked Ondine Kesh to teach Baseline conformance. She said, "A bought flat is a forgery," and declined.
Soraya Vance was never a sitter. She kept the calibration her old job put in her, and she says the difference does not matter.
Sabine still flies to the verification panel each year. The fee is real, and her name is on the standard either way. Her son says she has not raised her voice at him once. He cannot tell when she is angry.
