It works because a finding attaches to a certificate, and a person holding none has nothing for the audit to reach.

The Practice
At the end of a shift on the discard apron somebody upturns a crate, and a tin goes on it, and a dozen sorters in certificated grey stand one pace back while a pair of ungloved hands takes the count.
That is the whole ceremony and there is not much more to the institution. Gap-work is the arrangement by which the people who are qualified to act stand still, and somebody who is qualified for nothing does the thing instead, and the floor pays them for being there. Two credits a shift from each contributor, a few hundred contributors on a working band, and a person who holds no card gets a living out of standing where an audit cannot reach.
It is not charity. Nobody in it uses that word and the gap-worker would not accept it. It is not a guild: no roster, no officers, no name on any document, nothing to join and nothing to be expelled from. It is a rate and an understanding, and the understanding is one sentence. An exceedance attaches to a certificate. A hand with no certificate has nothing for it to attach to.
Why the Floor Built It
Function scope is a statement about what a certificate permits. It has nothing to say about a person who holds none, and the silence is not an oversight anybody could fix without rewriting the clause around outcomes, which is the column the disposition form has never had.
So on every band that enumerates, the same arithmetic runs. A certificated sorter is audited act by act for a full shift. The person beside them holding no card is audited not at all. On the Slagline the two governing numbers make the case without anyone having to argue it: eleven minutes median on dispatched medical response, and one certified responder for six thousand sorters across nineteen hundred metres of apron. The floor did not need a philosophy. It needed somebody who could kneel.
Dov Ferreira is the reason most of the current contributors know the rate. He knelt in 2183 and carries the finding, and a year later he started paying in, and he counts the two credits out in the morning rather than at the end of the shift, because at the end of a shift a person is tired and the arithmetic wins. He would not call it protest. Asked at the kiosk whether he was buying insurance he said yes, and when the clerk asked what against, he took long enough that the clerk moved on.
What It Costs
The honest objection is not the legal one. It is that this is worse care.
The pool puts the trained hands one pace back on purpose and the untrained hands on the body, which is precisely the outcome the clause was written to prevent, achieved by the clause. A gap-worker learns on the apron from whoever went before them. Some are very good. Some are nineteen. The floor knows the difference and cannot act on it, because the moment the pool starts certifying its own people it has manufactured a certificate, and a certificate is a thing an audit can reach.
The Handling Inspectorate has never sworn a complaint out of it. An officer may swear only to conduct the statute classifies, and the statute has no class for a person doing an unlicensed kindness for money on ground where nobody has been injured. Inspector Ferreiro, who keeps forty-one dismissal slips for the complaints the code refused to hear, would recognise the shape immediately.
Where the Same Discovery Lives
Three other parts of the Sprawl found this before the apron did and none of them call it gap-work.
The Doorwrights have been testing emergency exits at three in the morning since 2172, unpaid and unasked, and chalking other people's advisories onto door frames, and no institution has ever located the standing to object โ because an objection needs an office, and the guild holds none. Theirs came out of grief rather than out of a finding, and they would not use the word for what they do.
The Line-Walkers Union works the painted stripe between two jurisdictions on the explicit grounds that the stripe belongs to nobody, and turned that into the only successful essential-worker strike in the Sprawl's history. Same discovery, written as leverage instead of as fear.
Angel descends into the Dregs to stand between strangers and harm, takes no payment, keeps no record anyone can bill against, and no system in the Sprawl has found an invoice field for him. On the flats, Tavo Reyna runs the same instinct facing the other way โ the share said out loud, in front of a witness, before a hand goes anywhere near another party's property โ because he learned at fifteen that the only part of a transaction anyone can prove is the part somebody saw.
Segunda is the closest working parallel and she has never taken a share from any pool. She refuses every device offered to her on the reasoning that a witness whose account can be pulled from a corporate feed is a witness who can eventually be edited. It is the pool's logic exactly, run as testimony instead of as hands, and neither she nor the apron has ever remarked on the resemblance out loud.

The Part Nobody Has Settled
The pool works because nothing about it is written down, and everything that has ever made an arrangement in the Sprawl durable has been the moment somebody wrote it down.
A rate that is understood can be raised or refused. A pool with a ledger has a treasurer, and a treasurer is a person with a role, and a role is the first line of a list. The apron has arrived at this by feel and holds it the way it holds the morning count: as a habit nobody will explain and nobody will break. What happens the first time a gap-worker is badly hurt doing what the pool pays them to be there for, on ground where they are entitled to nothing, is a question the band has not answered and does not discuss.
