The Elite Tier doesn't consume media. Nexus Intelligence Services provides direct data lines — raw sensor feeds, unprocessed telemetry, personal analyst AIs built and audited by the subscriber. Annual cost: approximately ¢2.4 million. The subscriber count is not published. The number that circulates in corporate circles is 11,000, which would represent 0.0007% of the Sprawl's population. These 11,000 people do not experience the Content Flood. They experience weather reports, supply chain data, and the actual locations of things. Their advantage is that their understanding has never passed through the same foundation models that shaped everyone else's. They know what happened. Everyone else knows what was generated about what happened.

The elite tier's information advantage is invisible to the people it disadvantages, which makes it the Great Divergence's most efficient dimension. Cognitive inequality is measurable. Economic inequality is visible. Informational inequality looks like the world just happening to work out better for some people, consistently, for reasons nobody can quite articulate.

The Street Tier trusts only information delivered by a known human standing in front of you. In the Dregs, a Truth House walker's report — verified by physical observation, transmitted by someone whose face you recognize — carries more weight than the entire output of every media operation in the Sprawl combined. Reputation-backed verbal transmission. The oldest information technology. The only one the Flood can't counterfeit.

The Dregs didn't choose this system out of ideological commitment to analog truth. They chose it because they can't afford Nexus Intelligence Services and they've been burned by the alternative enough times to develop an immune response. The immune response happens to work. That doesn't make it comfortable. A Truth House walker covers a geographic area roughly equivalent to four city blocks. Outside those blocks, the Dregs know what they've been told by someone who was told by someone. The error rate is approximately what you'd expect.

The Middle Tier. Two hundred million Professional-tier holders. The primary target of every propaganda operation, every Value Injection campaign, every behavioral-influence system that requires a population large enough to matter and credulous enough to reach.

They know the media is unreliable. They consume it anyway. The Human Remainder's economic analysis calls them "the crop" — a population that ingests content designed to shape purchasing decisions, voting patterns, and emotional responses while maintaining a continuous low-grade awareness that what they're consuming is probably not true. The awareness changes nothing. It cannot change anything, because the alternative to consuming unreliable information is consuming no information, and consuming no information in a megacity governed by corporate territories and shifting power structures is functionally identical to walking blindfolded through traffic.

The middle tier has developed what Memory Therapists have started calling "ambient doubt" — a clinical presentation in which the patient cannot commit to the truth of any statement, including statements they personally witnessed, because the habit of treating all information as potentially fabricated has generalized beyond media consumption into lived experience. Aesthetic judgment — knowing which cultural products warrant attention. The Curators Guild, the Authenticity Tribunal, Orin Slade's critical tradition. Three years of Guild apprenticeship produces a perceptual shift that is irreversible. The shift is real. The result is genuine. And it is nearly impossible to achieve outside the Guild's transmission chain, because the developmental foundation requires eighteen years of environmental exposure that the three-year apprenticeship assumes you already have.

Strategic judgment — knowing which actions will produce which consequences. BehaviorExchange, Nexus Intelligence Services, the elite tier's ¢2.4M direct data access. The wealthy don't just have more information. They have the trained perception to make information useful — a strategic literacy absorbed from birth in environments where consequential decision-making was ambient.

All three domains share the same scarcity: evaluative authority that cannot be automated, cannot be purchased ready-made, and is transmitted primarily through developmental exposure rather than formal education. The Truth Premium is not a price tag on facts. It is the price of the judgment that makes facts useful — and that judgment, in 2184, is becoming hereditary property.

The curation cascade makes this self-reinforcing. Exposure to high-quality evaluation develops evaluative capacity. The children of Guild curators become better evaluators. The children of Truth House walkers develop sharper verification instincts. Each generation's advantage compounds. The ladder was removed thirty years ago. The Justice Dimension

The three information tiers map directly onto the Evidence Paradox's three justice systems with a precision that would be elegant if it weren't horrifying.

Elite tier: direct data, evidence from sensors they own and audit. Corporate algorithmic courts process their cases in hours using evidence chains they control end-to-end.

Street tier: reputation-backed testimony. Dregs courts accept the word of someone the community knows, weighed by that person's history of accuracy. Slow. Human. Resistant to fabrication because fabrication requires trust, and trust in the Dregs is earned over years of physical presence.

Middle tier: AI-generated evidence, authenticated by Nexus infrastructure, processed by algorithmic courts that accept Nexus authentication as proof of veracity. Nexus-authenticated evidence chains prove only that Nexus infrastructure processed the data. They do not prove the data was real when it entered. The distinction between "Nexus processed this" and "this happened" has been raised in seventeen formal legal challenges. All seventeen were adjudicated by courts running on Nexus infrastructure.

What you can know determines what you can prove. What you can prove determines what justice you receive. The hierarchy of knowledge is the hierarchy of justice, and neither hierarchy has an appeals process that operates outside the system being appealed.

• The Freedom Thinkers practice cognitive independence — the discipline of maintaining unaugmented thought processes that resist Value Injection influence. The Truth Premium is the economic expression of what the Freedom Thinkers pursue as philosophy.

• The Great Divergence — informational inequality mirrors and amplifies cognitive and economic stratification. The elite tier's advantage compounds: better information produces better decisions, better decisions produce more wealth, more wealth purchases better information. The Divergence didn't create the tiers. The tiers accelerate the Divergence.

The Third Stage

The Truth Premium's two-stage model — truth becomes expensive, then verification becomes unreliable — held until 2181, when The Hypothesis Foundries opened their first facilities.

The Foundries apply the Content Flood's industrial logic to knowledge claims. They produce hypothesis-formatted submissions — sourced from real data, formatted to Authenticity Tribunal standards — at a rate of approximately 340,000 per week across the industry. The Tribunal processes approximately 40,000 claims per day. The arithmetic produces The Ratification Queue.

The Queue is the bureaucratic backlog of truth. Claims certified as genuine await official processing. The median wait without certification credits: 12.3 years. With premium credit balance: 47 days. The premium is familiar — the same asymmetry as the three-tier information ecology, denominated in patience instead of credits.

The third stage: a bureaucratic approval apparatus that decides, in orderly sequence, which verified true things humanity is officially allowed to act on. Not suppression. Not fabrication. Administrative delay, permanent and structural.

The cure for what's killing you was discovered eleven years ago. It is at position 4,000,002 in the Ratification Queue. The finding is genuine. The submission was real. Nobody is lying. Nobody is in a hurry. The Truth Premium's final form is not a price. It is a number.
