Dr. Elin Baptiste
She returned her own calls
Seventy-one percent of her clinic's appointments asked for her by name. The band is forty.
Overview
Elin Baptiste is a general list physician at a district clinic in the Corridor, fifty-four years old, unremarkable by every professional measure the district keeps. Her diagnostic outcomes sit near the median for her cohort. She has published nothing, founded nothing, and defected from nowhere. She has never been the subject of a complaint, a commendation, or an audit finding.
She spent nineteen years returning her own calls, and in 2180 the licensed districts removed her from her own list for four years on that basis alone.
The Slip
The clinic's message system does what every clinic's message system does: it queues, it routes, it escalates, and it will draft a reply in the clinician's own cadence on request. Baptiste never used the drafting layer and never explained why, beyond saying once that it was faster to say the thing than to read what a machine thought she would say.
Each morning she printed the overnight messages onto a single slip โ names, in the order they arrived, nothing else โ and worked down it in her own voice. She crossed each one off with a pen she kept behind her ear. She did not leave until the slip was clear, which on bad weeks meant leaving after the cleaners.
Patients began asking for her by name. Not for the clinic, and not for an appointment: for her. Over nineteen years the share of the clinic's bookings that specified Dr. Baptiste climbed past half, and then past two-thirds, and nobody at the clinic thought about it as a number, because inside a clinic it is not a number. It is a full waiting room and a woman who is always the last one out.

Seventy-One Percent
The Reliance Index thought about it as a number.
The notice arrived in the spring of 2180 and ran to four pages, because an adverse determination in the licensed districts must arrive carrying its complete operative reasoning, written to be understood by the person it is against. It showed the reading, the band, the inputs, the comparison cohort, and a date four years out. It stated twice that the record was not adverse. It set out, in the third page, what would happen to her patients if she were struck by a crawler on the Corridor road, and the answer was a list of the things that would stop.
She read all four pages. She has said, on every occasion anybody has asked her since, that they were correct, and that she could not think of a sentence to put underneath them.
She did not file for an override. Ninety-seven percent of people in her position do not, and she is not an interesting exception to that figure. She is what the figure is made of.
The Drawer
She served it at the Diablo Waystation, on the valley floor at the mouth of the East Bore, because a stand-down requires only that the person go somewhere the district's decision graph does not reach and the Wastes qualify without argument. She kept her salary. She was not permitted to practise. There was no list and there was nobody to ring.
She wrote the slip anyway. Every morning for four years: the names she would have called, in the order they would have come in, on whatever paper the counter had โ receipt roll, manifest backs, the blank sides of dry-circuit brochures. She did not cross any of them off.
Del Ferreira, who keeps behind that same counter a ledger of every traveller the road took and does not discuss it with anybody, gave her a drawer in the second week. She did not ask what the papers were. She has never mentioned them since, and Baptiste has never said what became of them.

What The Clinic Did Without Her
In her absence the clinic adopted a callback protocol: any available clinician, four-hour target, logged. It works. Median response time across the list fell from thirty-one hours to four, and stayed there after she came back in the spring of 2184.
Her reading now sits at twenty-two percent, comfortably within band. The district has filed the case as a successful redistribution of reliance, and it is one. Baptiste has never disputed this and gets visibly impatient with people who invite her to.
What she has said, once, to a locum who asked whether she was angry, is that the protocol answers faster than she ever did and that she cannot name the thing it does not do. She is fifty-four. She has eleven years left on her registration, and she has begun, on the slower mornings, letting the pen stay behind her ear while somebody else takes the call.

Seventy-one against a band of forty. She read the four pages once, said she could not think of a sentence to put underneath them, and did not file.
The published measure of how much of a service stops when one named person stops, and the date it returns.
Nineteen years returning her own calls, a reading of seventy-one percent, and four years at a Wastes counter writing out the names she would have rung.
The districts remove the people too many others wait on, state the reason in full, and pay them while they go.
Major connections

Where she served it. No list, no patients, and a counter at the last human-served room before the Wastes.
The last reliably human-served room before the Wastes, where warmth is survival infrastructure.

Four pages of complete operative reasoning, addressed to her, which she has described as correct.
The refusal that arrives with its complete honest reasoning, addressed to the person it refuses.

The finding she did not get. Nobody could name a person who would be harmed, so she was removable, so she was removed.
