Vidal Ancheta has worked crowd-flow at Landing Nine for nine years: eleven-hour shifts at the throat of a transit stair in the Stacks, moving ninety thousand people's worth of transfer through a stairwell built for a fifth of that. He sleeps four levels above the landing, inside the same district. On 4 October 2183, at evening peak, he killed a man named Yusuf Almeida with his hands, in under a minute. They had never met. There was no argument, nothing between them, and Ancheta has never once claimed he does not remember doing it.
The Stacks were forecast at eleven overflow events that season and returned eleven. Almeida was the fourth.
Nothing about the case is disputed and nothing about it is closed for him. He has petitioned four times to be charged, and been refused four times, correctly, because there is no charge available.
The File That Closed Itself
Every product on the schedule had been bought and kept current, and that is precisely what ended the matter.
His dial subscription was paid. His tithe hours were logged. His wellness screen had read ordinary twice that year. Under the Negligence Doctrine a current subscription means the event was not elective, and inside the Saturation Load's forecast band an event is not an anomaly. Compliant subject, inside band, no clause. He received a single-page actuarial notice, which states no figure for a person because it is not about one.
He also carries no chrome. He holds a consumer interface and nothing else, which matters more than it sounds: there was no component that actuated, no reflex layer to read, no manufacturer anywhere in the chain. The apportionment instruments that divide other men into a hand and a holder have nothing to divide here. He is undivided, entirely present, and there is still nobody to send the invoice to.
Yusuf Almeida's sister received her no-defendant settlement eleven days later โ closure and a grief-market brochure, one envelope, accurate on every point. Ancheta asked a clerk for a copy. The clerk had no reason to refuse and no field in which to record that he had asked.

The Tally
He keeps a sheet, ruled by hand, one line for every day since on which he has not overflowed again.
The model returns a probability for his district and no institution will tell him whether his own went up, or whether he has one. So he keeps the count himself: his own actuary, sample size one, in pencil because the sheet gets refolded. At the end of each season he sends it to Almeida's sister. She has never replied. She has also never asked him to stop, and he has decided โ without much evidence, and he will tell you it is without much evidence โ that the difference between those two facts is the only thing he is owed.
He has not cancelled the dial. He cannot give an account of that which satisfies him, and he does not pretend to.
What He Says About The Arithmetic
He is not an abolitionist and he is nobody's witness.
He has read all three abatement certificates that named his landing as a receiving point โ they are public โ and can quote both columns from memory. He does not think the officers did anything wrong, and says so unprompted, which disappoints people who come to him hoping for a quote. His complaint is not that the arithmetic is dishonest. It is that it balances.
He told two of the Untuned at a concourse stall that he envied them, because refusing the dial makes an overflow event an election and an election gets you a courtroom. They do not claim him. He has not joined them. Both sides have noticed that he still pays his subscription.
Nobody has moved him off Landing Nine, because moving him would require a finding, and no finding exists. His employer's insurer re-priced him and kept him on, because the band allowed it. He works the same eleven hours at the same stair throat, under the same stanchion, through the same evening peak, and he keeps his hands open and visible at his sides now, which is a habit rather than a policy.

Appearance
Thirty-eight, and built like nine years of standing still in a crowd: heavy through the shoulders, bad knees, a permanent slight forward lean from bracing against surge. The marshal's tabard has gone from high-vis to dull mustard. The whistle on its lanyard has not been used since the fourth of October; he keeps it because the tabard has a loop for it.
The stanchion above Landing Nine washes everything amber, so his face is lit from above and slightly behind, and the only part of him that reads clearly in it is his hands, which he keeps open and away from his body without appearing to think about it. The tally sheet lives folded in four in his chest pocket. He touches the pocket more than he touches anything else.
Voice
Flat, exact, and completely unhurried, with the volume of a man who has spent a decade being audible over an address system without shouting.
He answers questions in the order they were asked and does not decorate. He will recite figures โ nine years of Load readings, both columns of three certificates, the date and the time โ without any sense that the recitation is an argument, because to him it is not; the numbers are simply correct. The only thing that changes his register is being told the model was right about him, which he has been told many times. He agrees, every time, and then says the same sentence back: that is not the same as somebody having answered for Yusuf. He has never raised his voice while saying it and has never varied the wording.
Asked whether he thinks he should be in prison, he says he does not know, and that not knowing is what the petition was for.
Nothing in him moved that he had not been issued at birth. There was no part to send the invoice to.
They keep writing back that the model was right about him. He keeps writing back that this is not the same as somebody having answered for Yusuf.
One line a day. He is his own actuary, with a sample size of one, and no way to know whether his number went up.
