The Recitation Houses
Overview
A premium practice room on the Nob slope is one table, one chair, and a clock with a forty-minute sector inked onto the face, because the houses buy the same clocks the registries buy and ink them the same way.
There is no second chair. There is a low stool in the open doorway, and the reader sits on it with nothing in their hands. The reader's contract forbids prompting, confirming, or correcting during a run. They are there to be a person the holder is talking to and to be no help whatsoever, and that combination is the entire product.
Ninety rooms, give or take, inside a four-hundred-metre walk of the district registries they prepare people for. Two hundred metres further down the slope is the chartered bench that will hear anybody for free and cannot bind anything, which nobody in either building has ever remarked on in print.
The Two Tiers
The storefront tier sells the question order. Registries are institutions and institutions have habits. For a flat fee a storefront will tell a holder which load combination gets asked first in structural work, which figure gets asked first in medical dosing, which step gets asked first in hydraulic commissioning, and how to sound like somebody thinking rather than somebody retrieving. It is honest about what it is. It works often enough to be worth the fee and it fails on the second question, which is where the habits run out.
The premium tier discovered something its founders were not looking for.
They started where the storefronts started, at scale and with better instructors, and found there was no durable way to carry a holder through a comprehension sitting on an entry the holder had never understood. Coaching defeats a test of sincerity. It does not defeat a test of comprehension, because an account of a load case has to contain the load case. Everything they tried collapsed back to one option.
So the premium curriculum is engineering. Or pharmacology, or hydraulics, or thermal commissioning: the actual discipline, taught properly, by hand, one holder at a time, until the holder can derive the thing in a room with no interface in it. The houses bill this by the hour as legal preparation, because that is what it legally is.
It is the last general education in the licensed districts. It arrives fourteen years late, to people who already have the job, at a price set by what a struck career costs rather than by what teaching costs.

What The Rate Card Is Actually Priced Against
Nobody buys instruction here. They buy the only insurance available against a loss the code will not reverse.
A struck credit does not come back. There is no petition, no review, no rehabilitation, and the finding that replaces it on the record is permanent by clause. Against that, an hourly rate is not expensive — it is the only priced thing in the whole arrangement, and two premium houses now quote directly against a holder's exposure rather than against hours taught. The trade considers this vulgar. It has never moved against it.
Premium houses will not enrol anyone without a record to defend. Four families have tried to buy a course for a child alongside a place at the Composure Academies and been turned away; the academies have never turned that business down. The two trades share a class shape and nothing else. An academy trains a six-year-old's body to read well in a hearing. A house trains a forty-five-year-old to account for work they signed at thirty-one. Neither can do the other's job and neither has ever pretended it could.
Where The Instructors Come From
The houses pay above the trades, and the trades cannot match it, so the best explainers in structural engineering now spend their working weeks preparing holders for sittings about structural engineering.
A substantial part of the premium teaching staff are people the practice struck.
This is not sentiment on anybody's part. A holder who lost twenty-two years on one derivation understands that derivation in a way no serving engineer has any reason to, and the houses know precisely what they are buying. Iona Draskovic has been offered a reader's stool three times at four times what checking bay-floor work pays, and declined three times without giving the houses a reason. She gave one to a builder in the Cathodics, once: she would not be paid to be the warning.
The method itself came from somewhere nobody paid for. Work it by hand, be wrong out loud, explain it to a person who will not help you — that is the Analog Schools, sold to adults at forty times the price. Mother Sarah Venn has never licensed anything and has never claimed the houses stole it, because she has given the materials away for sixty years. Two houses have offered to fund her schools outright in exchange for the curriculum and nothing else. She returned both letters unopened, which the houses know because the letters came back.
Her graduates would be the finest instructors this trade could hire. The designation they carry keeps them out of the licensing that would let them hold a record, which means they can teach the sitting and can never be summoned to one.
The premium tier teaches the work. It is the last general education in the licensed districts, and it is billed as legal preparation.
Who Fills The Rooms
The largest single block of premium enrolment is Licensed Human Oversight.
An Overseer's product is a signature on reasoning they cannot read. Eleven seconds, a stamp, a name, and the liability absorbed. When one of those entries is drawn, the sitting asks them to read the reasoning aloud, and the Competence Theater has already published what that looks like: ninety-nine point two per cent with the layer, eleven without. The houses see the same spread in their own intake assessments and do not publish it, on the stated ground that a holder who has seen their own number stops working.
The guild neither funds nor endorses the trade. Several senior Licensees pay out of pocket rather than expense it. The houses treat this as ordinary and have never once mentioned it to anybody.
Clean Lives tried to take this market and left it, which produced the most accurate document anybody has written about the recitation trade. Three of its houses ran courses between 2178 and 2181 and closed them, and the internal finding that leaked afterwards said the problem plainly: the product cannot be delivered without subject-matter instructors, and subject-matter instructors do not work at choreography margins. A trade built entirely to teach people how to appear turned out to be structurally incapable of teaching them anything.
Strategic Assessment
The registries cite the houses approvingly in their own literature, as evidence that the instrument is measurable, teachable, and improvable — which it demonstrably is. Nobody at a registry has published a sentence about what it means that the improvement is bought by the hour, from a trade with no board, by people who already hold the job.
The trade's own position is narrow and defensible. It did not write the recall power. It teaches, and it teaches the real thing, and its premium graduates are better engineers afterwards than they were before, which is more than any other institution in the licensed districts can currently claim.
The part nobody in the trade will discuss is the direction the instructors flow. Every serving discipline in the districts is quietly losing its best explainers to a market that exists because those disciplines stopped explaining anything. If it continues, the houses will be the only place the work is taught and the only place it is possible to afford learning it, and the reader will still be sitting in the doorway with nothing in their hands.
The reader sits in the doorway with nothing in their hands and is forbidden to help. That is the product.
