Sabine Doust
Sitter 4,417
She reads one of the cards before she leaves the flat. They all say the same thing and she has read it eleven hundred times.
Overview
The tin held biscuits once and now holds cards. There are eleven hundred and eighty-two of them, one for every shift she started and every break she came back from, and they are all identical: This shift is recorded. Your conduct is the material. You may stop at any time. She reads one in the morning before she goes out. She has never worked out why and does not try very hard any more.
Fourteen months, three hundred and ninety-four shifts, ยข340 a shift against the ยข85 the returns counter downstairs had been paying her. She took it for her son's schooling and she would take it again. The counter is shuttered now. She lives above it.
She has not been short with anyone in six years.
What the Contract Did Not Say
Nobody lied to her. This is the part she is most careful to say first, and she says it in the same even register she says everything else in, which is the problem.
The halls were honest. The card was in her hand at the start of every shift and again after every break. She processed real refunds for real people who did not know the floor was a floor, and when a man spent eleven minutes explaining that a coat had been the wrong colour in a light she could not see, she let him finish. She let a great many people finish. It was six hours, it was warm, and it paid four times what the same motions paid downstairs.
The persistence was not in the contract because in 2177 nobody had found it yet. It came out of the follow-up cohort four years later, and by then it was hers.
The Register
She is on page forty-one, sorted by number, between a man from the Southern Shoals and a woman whose sitting dates stop after two shifts and are not annotated.
Doust, Sabine. 4,417. 2177-2178. 394. 0.011%.
The weight is the part she looks at. Three hundred and thirty-six thousand determinations were slowed last year under clauses citing the composite, and eleven thousandths of a percent of that is thirty-seven. She did the multiplication at the kitchen table with a pencil, the way she does all of it, and got thirty-seven, and has never been able to make the number mean anything smaller.
She does not know which thirty-seven. There is no procedure for finding out. She asked once, at a panel, and the intake officer explained kindly and correctly that the composite does not resolve to contributors at the determination level, and she thanked him.
What She Cannot Say
Liu Shen wrote to her in the spring about his brother.
She knew the case before the letter came. Everyone below the Rim knows it: a man braced a corridor door with a cargo pike, and the shutter came down, and seven people had stepped back from his voice. His conduct record says raised voice, sustained obstruction, pressure on parties who did not consent to it, and every word of that is true and he says so himself. It happened two years before the clause existed. The clause reached back and scored it anyway.
She answered the letter the same week. She said she would come.
The advocate never called her. She found out why later, from a clerk who should not have told her: someone had pulled her verification-panel record, six years of it, and read what it says, which is that Sabine Doust has not had a bad day since 2178. A sitter who cannot demonstrate the floor being missed is not a witness against the floor. She is the exhibit.
She goes to the sessions anyway. Public row, third bench, and she has not missed one. She has never met Zhang Lei and has not written to him, because she does not know what a person says to a man whose record was measured against a standard she is one nine-thousandth of.

The Exhibit
There is a second reason the call never came, and it is not about the composite.
Hearings in the licensed districts read the involuntary channel โ pupil, latency, breath, skin โ and what a witness says goes in the narrow column, where it decides nothing. A character witness is therefore not a person who speaks for you. A character witness is a trace, placed beside yours.
Hers is flat calm end to end, and has been since 2178. Six annual verification panels say so in the same words. Against a man whose record shows a raised voice and sustained obstruction, her trace does not establish that a decent person can have a bad hour. It establishes that Sabine Doust does not have them.
She worked this out herself, at the kitchen table, before the clerk told her. What she has not worked out is the part that keeps her awake: the flat is the thing she was paid ยข340 a shift to produce, and it is now the reason she cannot be used to help anybody. She would need to be worse at it to be useful, and she cannot get worse at it. She has tried, once, deliberately, and could not.
She goes to the sessions. Public row, third bench, every one.
Voice and Tells
Her speech is level and stays level. Under pressure it does not rise; it slows, very slightly, and the slowing is the only instrument anyone has.
She finishes other people's sentences when they are struggling, which reads as impatience and is the opposite of it. She has never once interrupted. Being thanked for her patience is the single thing that visibly stops her โ a half-second where her hands go still on the table โ because a stranger's thanks is the only evidence she ever gets that the thing is visible from outside.
Teo is seventeen and has told her, twice, that he has never been able to tell when she is angry with him. She did not have an answer either time. She has not stopped thinking about it, and there is no version of the sentence she wants to give him that is also true.

Signature and Tells
The tin travels. It went to all six panels in a canvas bag with her documents, and she has never explained it to an intake officer, who has never asked.
Her pet peeve is somebody apologising twice for the same thing. The first apology she accepts. The second one asks her to perform absolution, and performing is the one thing she will not do any more, having been paid for it.
Thirty-seven. She does not know which thirty-seven.
The only honest sentence she has for a tribunal is the one that helps the other side.
