Karen, the Neighborhood Compliance Officer โ€” a heavyset compliance officer thrusting a recording phone at the viewer in front of a violation-stamped Community Standards board.

Karen

Neighborhood Compliance Officer

The final form of petty authority.

A cyberpunk final-form Karen whose complaints become the rules of the fight. She has the phone out, the complaint form open, and the authority to make your whole turn against policy.

THE RECOGNIZABLE ARCHETYPE

The Final Form of Petty Authority

You already know her. Severe asymmetrical haircut, pearl-white tactical blazer, phone thrust at you and visibly recording, acrylic nails typing complaint tickets mid-fight. Behind her: a wall of cameras and a glowing Community Standards board that rewrites itself.

Karen is institutional neighborhood authority as a boss encounter โ€” an organized-Sprawl compliance officer who escalates a minor inconvenience into formal enforcement. She does not win by being imposing. She wins by making normal play feel like a violation.

THE DARK TRUTH

Every Complaint Becomes Policy

The fight should feel like you are arguing with a ruleset that keeps changing โ€” because Karen keeps filing complaints, and every complaint becomes policy.

Underneath the joke: complaint culture, privatized neighborhood authority, and civilian surveillance get dangerous when every petty grievance can trigger a real enforcement system. Karen is what happens when the HOA gets infrastructure.

THE SIGNATURE SYSTEM

Complaint Escalation

At the start of every turn Karen posts one visible Community Standard โ€” a rule for this turn. Breaking it is allowed, but she files a Complaint, and Complaints drive her debuffs, Bandwidth tax, and the enforcement drones she calls in. The whole fight is one decision, asked over and over: comply, or break the rule on purpose for the turn you need.

WHEN YOU IGNORE THE STANDARD

Complaints stack fast. Cross a threshold and she escalates โ€” Weak and Frail, an energy tax that strangles your turn, then summoned enforcement and a manager escalation that buffs her. Play recklessly and you get buried in process.

WHEN YOU READ THE ROOM

The standard and your Complaint count are always on screen before you act. Comply for a turn to cool the meter, or eat one Complaint to land the burst that ends the fight early. Full compliance is possible โ€” it just is not always optimal.

HER FAVORITE COMPLAINTS

Seven Ways To Be A Problem

A compact kit โ€” the rotating standards carry the complexity. Exact numbers are pre-tuning and will move.

Compliance Notice

Debuff
All phases

“This is just a friendly notice.”

Applies Weak and chips a little damage. The opening lesson in how the rules work.

Neighbors Have Been Complaining

Debuff
All phases

“Several people have contacted me about your behavior.”

Adds a Complaint and applies Frail โ€” pressure on the meter with no direct hit.

That's Against Policy

Defend
All phases

“Policy is very clear on this.”

Gains Firewall, and extra one-hit protection if you broke last turnโ€™s standard. Makes your burst timing matter.

I'm Recording This

Special
All phases

“I'm recording this for everyone's safety.”

Marks your next card as Evidence; play the same card type again this turn and she adds a Complaint. Punishes repetitive turns.

I Want To Talk To Your Manager

Buff
All phases

“I want to talk to your manager.”

Gains Amp, adds a Complaint, and queues Corporate Follow-Up if your Complaint count is high enough. The move you will remember.

Enforcement Call

Summon
Phase 2

“Security? Yes, I'm feeling very unsafe.”

Summons a Neighborhood Watch Drone โ€” or, if one is already out, fortifies herself with Firewall and Amp.

Corporate Follow-Up

Attack
Phase 2

“Someone from escalation reviewed your case.”

Hits twice, applies Vulnerable โ€” then clears some of her own Complaints. The system closing your ticket.

THE ESCALATION

Karen Snapped

The complaint logic stays visible the whole way down โ€” what changes is how fast it punishes.

PHASE 1 ยท ABOVE 50% HP

Above half health she is controlled, passive-aggressive process: she rotates the posted standards and lets you see every consequence before it fires. Annoying, but fair.

Karen Snapped

“This community used to have standards.”

โ†“
PHASE 2 ยท BELOW 50% HP

At 50% the customer-service mask drops. She clears the board, files two Complaints on the spot, walls up, and unlocks harsher standards โ€” No Loitering (do not end the turn with unspent Bandwidth) and the enforcement drones. A controlled spiral: you can still stabilize, but playing passively is no longer free.

THE WORLD AROUND HER

Neighborhood Compliance Authority

HOA governance, privatized security, automated complaint tickets, and surveillance culture treated as real institutional power. Karen is the field-facing boss โ€” a whole ladder grows around her.

Normal

Complaint Caller

Files low-grade Complaints, then retreats behind the others.

Normal

HOA Clerk

Posts minor standards and applies Weak / Frail through paperwork.

Normal

Watch Drone

Records your actions and tags violations.

Elite

Bylaw Enforcer

Stacks fines and blocks card types with procedural rules.

Elite

Property Inspector

Marks your actions as violations, then cashes them out.

Minion

Neighborhood Watch Drone

Karen's Phase 2 Enforcement Call summon.

Special

HOA Board President

A colder, higher-tier authority working liens, bylaws, and property seizure.

THINGS SHE WILL DEFINITELY SAY

For The Group Chat

Pull lines straight from the fight.

“I want to talk to your manager.”“The neighbors have been complaining.”“I'm recording this.”“That is not up to code.”“This is a family neighborhood.”“I know my rights.”“This will be going in the group chat.”“Security? Yes, I'm feeling very unsafe.”“Policy is very clear on this.”“Unacceptable. Escalating.”
