Whether the bleed is an engineering tolerance or an annexation pilot is a question no one inside the administration is positioned to ask, because asking it would register in the stream as dissatisfaction, and the mandate floor cannot abide that.

The blank assessment fields. Mireille Acheng, the district's best approval gardener, keeps a paper notebook of preferences she delivered before the citizen could form them, with one question after each entry — Was this theirs? — every assessment field blank.
