Overview
The Unbillable is the Free Quarter's answer to the Warmth Tax, and it is an argument before it is an organization. Its members hold that the premium the Sprawl charges for human presence is not the natural price of a scarce good. It is a toll on an injury the corporations inflicted on purpose. Automation stripped ambient human connection out of daily life, and loneliness followed on schedule: antidepressant prescriptions in newly automated sectors rose 19% inside eighteen months. Every product sold to treat that loneliness, from companions to presence workers to professional conversationalists, is revenue drawn from a wound the seller opened. The movement's name is its whole strategy. They aim to be warm in a way that generates no invoice, leaves nothing for the Library to harvest, and can never be booked as anyone's quarterly growth.
What They Actually Do
The visible work is The Open Hours — a free-conversation commons in the ruined colonnade at Sather Gate, where anyone may sit and be heard at no charge. It runs on volunteers and refuses payment, and it is deliberately unremarkable, because the point is that warmth at zero cost looks exactly like warmth, minus the till.
The quieter work is teaching. In the underground schools the Unbillable runs sessions in what they call attention literacy. The practice is hearing another person directly, with your own attention doing the work the Second Mind, the companion prompt, and the Empathy Mandate certificate have quietly taken over. They treat this as a motor skill the core has let atrophy. Their students are Free Quarter kids who never had the augmentations to lose and deprecated adults trying to grow the capacity back.

The Two Rooms Problem
Critics inside the Free Quarter — and there are many, because arguing is the local sport — point out that the Unbillable's proof of concept is one room in a sector the corporations already gave up on. Free warmth is easy where telemetry is dead and no one is trying to sell you anything. The movement's answer is to point east, at the eastern-edge waystation and the Wind Toll that governs it — a place that arrived at unpriced hospitality with no doctrine at all, only the arithmetic of the road. If un-billed warmth survives at the frontier out of pure necessity, the Unbillable argues, then it is not a Berkeley affectation. It is what people do wherever the market forgets to reach.
