The forecast said eleven months. He is at fourteen, and the card the Registry sends him comes with the return postage already paid.
Overview
At sixteen, Emrys Dolan wrote out by hand that he did not want the reconstruction of his hearing. The clinic filed it by the book, under the Pending Objection, and a forecast said he would withdraw it within eleven months. The theatre slot was already booked. His mother, Ceri, signed the authorization. The operation went ahead eleven days after he refused it.
It worked. He does not dispute that, and he does not say it should not have been done.
He can hear the Registry's envelope land on the mat now. He still does not sign the card.
Appearance
Seventeen, in a relay runner's jacket two sizes too big. A school folder he has kept longer than the school. In its sleeve, five identical cards with the postage paid, every signature block empty.
Voice
Asked how the hearing is, he lists things. He can hear the lift cable. He can hear his mother on the landing before she reaches the door. He does not say better.
"They didn't say no to me. They said not yet, and then they did it."
The Card
Every quarter the Ratification Registry mails him a card. It reads I endorse the intervention recorded above, with a block for a thumb and return postage already paid. The postage is the part he cannot get past. Fourteen months on, he has not sent one back.
A case closes one of three ways: consented, withdrawn, or lapsed. At thirty-six months an open objection lapses, and the published quarterly counts lapsed cases in the same column as consented ones. So in 2186 his refusal becomes agreement anyway. He knows. He wants it on the record that they had to run the clock out.
He attends every hearing and stays calm. The sensors read his calm as cooperation. Everything he says goes into the Represented Column, carries no weight, and is destroyed at close. So he writes his own copy afterwards, in the folder with the cards.
The Stairs
He runs the stair relay in the Stacks, carrying messages by hand between floors where nothing transmits. He is paid in coins, food and favours. It is the one job he has that leaves no record.

For the days between his refusal and the operation, the Negligence Doctrine loaded his mother's cover. The loading came off after surgery. Ceri felt relief. No one has asked her whether she would sign again.
In the week he turned seventeen he declined the Averted Incidence Levy. It took one line. Nothing came back: no card, no postage. Aster Vann has paid it for thirty-one years and got the same clause twice.
Liu Shen would call his refusal settled from the hour he spoke it. He has not taken his card to her. The Silent Registry keeps refusals that were never enforced; his was. Maren Cott read his anonymized file and recognised it in four lines. She has not written. Teodor Alcaraz keeps a copy of what he said. Emrys keeps the blank cards.
