The charge is itemized to the tenth of a credit. The reason you can never audit it is printed underneath, in the same size type.

The atmospheric floor is not billed to anyone; the Breath consumes thirty-one percent of Grid output and appears on no statement, because ambient municipal function requires no itemized billing. The levy funds the band above it — immunisation runs, water dosing, vector suppression, the work whose whole product is an absence. Each spring the Incidence Registry publishes one estimate of what the absence came to. In 2184 it published 41,208 averted deaths district-wide, and, on the same page, approximately 8,280 credits per averted death, computed to the credit.
Then the standing clause, in the same size type: the method resolves to a population and cannot resolve to a person.
Both statements are true. The Registry has printed them together for thirty-two years and has never been asked to stop.
What Can Be Named And What Cannot
The Contributing Residents Register comes out monthly, by name, in per-subsector fascicles, and it is complete.
This is not diligence. A payment has a payer, so the paying half of the arithmetic administers itself: a name, a date, a figure to the tenth. The other half has no such handle. An averted death is a counterfactual, and a counterfactual has no address, no next of kin, and nobody to send a notice to. The Registry does not withhold the beneficiary register. It has never had one to withhold.
Officials asked about this describe it the way an engineer describes a load path. It is not a policy anybody defends, because no policy produced it, and the only lever a reformer could reach — the clause — is the sentence that tells the truth about the rest.

Declining
A declination is one line, filed at any Registry counter, free, effective the same afternoon and permanent.
Nothing follows from it. No premium moves, no employer is notified, no housing referral changes. The Negligence Doctrine prices every other declined remedy in the licensed districts — an unredeemed Helix synthesis offer becomes a Therapeutic Elective at ninety days and the tier drops — and it cannot reach this one, because a levy makes no offer to a person and an offer is exactly what the trigger needs. Good Fortune assessed the exposure in 2176 and again in 2183. Both notes end at the same wall: pricing a refusal requires naming what the refuser gave up, and the method will not produce that for an individual. The actuarial file closes as non-attributable.
So the Sprawl's freest refusal is free by arithmetic, not by mercy, and it is the only one in the licensed districts that nobody has found a way to charge for.
The Registry publishes what it costs anyway. In 2184 the figure was 2,976 deaths attributed to declination, district-wide, unnamed. That number is the strongest thing the levy's defenders have, and it works on people who have already declined, which is its own kind of problem: a resident who dies after filing becomes an argument against their own decision, in a figure that will never carry their name.
Who Keeps It Running
The instrument has no enforcement arm because it needs none. What it has is a print house, a counter, and habit.
Aster Vann sets the S2-J fascicle — about eleven thousand names a month — and the spring figure in wood type. She has done it for thirty-one years and paid the levy for the same thirty-one, and she has never had a second column to set. The proof sheet is ruled for two.
At the Old Town counter, Idris Meng answers attribution filings. Registry training says post the clause. Meng reads it aloud, which is not policy and has never been corrected, and in 2184 he read it to Vann for the second time in six years. He has since said, to a colleague and not for any record, that he would rather have been able to tell her she was not on the list.
Residents pay because the charge is small, the prevention is real, and the notice is the most honest piece of paper most of them receive. Nobody in the chain is concealing anything. That is the part the levy's critics find hardest to work with.
A payment has a payer. That is the entire administrable half of the arithmetic.
What People Do Instead
The counter-practices all attach to the half that can be written down.
In the Sector 22 Waiting Ward, ward staff mounted the payer register in the second berth row in 2181, on their own initiative, after a family asked whether the levy had helped their father and the ward found it had no answer it was permitted to give. Halcyon allowed the sheets as civic display. The wall does not answer the question. It is the only roster anybody could hang.
Emrys Dolan filed at seventeen, three weeks after it became his to file, and received nothing back — no card, no quarterly, no advocate. He has said the levy and the Ratification Registry taught him opposite lessons about what a refusal is worth when the institution does not need it.
And twice in the Registry's history a resident has filed to be told whether they were inside the spring figure. Both filings were Vann's. The second one reached the Speaking-Pace Docket and was heard in full for eleven days, against an instrument that had not been reissued once since 2152. The ruling was correct and attached to nothing, for a reason no annual return has ever had a field for.
