Overview

There is no dock in the hearing room. The layout has benches, a clerk's table, a low panelled front, and where a court would put a bench for the person deciding, the Registry has a wall calendar three years wide. Subjects who arrive expecting a trial spend the first ten minutes looking for the part of the room they are supposed to stand in.

The Registry holds every open in the licensed districts โ€” around nineteen thousand of them, median age nine months. It cannot reverse an intervention that has already happened. It cannot find that one should not have happened. It has one operative power, and everything it does runs through that power: it can move the date.

What Moving The Date Buys

The forecast is not decorative. Attached to it are the lapse deadline, the interval the insurer treats as an unredeemed offer, the review cycle, and the point at which the case stops generating correspondence. Argue the date successfully and all of it shifts.

A date argument looks like this. The advocate obtains the cohort the forecast was drawn from, finds the respects in which the subject is not that cohort, and puts them to the clerk in sequence. This subject's condition was stable, not progressive. This subject had made the same refusal twice before, four years apart. The comparison group was drawn from a district with a different referral pattern. It is careful, technical, unglamorous work, and about a third of it succeeds, and the median success is four months.

Four months is not nothing. It is four more months before the file closes itself. It is also four more months of the on the household's cover, which the advocate is required to disclose at the first meeting and does. About one subject in five hears that and drops the argument on the spot. The corps files those as withdrawals.

The Corps

Three hundred and forty licensed advocates. Assigned, not retained. Free to the subject, funded out of the Registry's own appropriation, and unambiguously on the subject's side of the table โ€” they are graded on outcomes for the person, they lose sleep over the cases they lose, and the corps has the lowest disciplinary rate of any licensed grade in the districts.

Anselm Prieto has been one for twenty-two years and holds the best interval-accuracy record anybody has. In 2179 he wrote four pages for the internal bulletin setting out what that record is.

Every argument he wins produces a case where the forecast was demonstrably wrong, annotated with the specific respects in which it was wrong, prepared to evidentiary standard by a specialist, at no cost to the modelling office. Every argument he loses confirms an interval. The office receives, free, exactly the labelled error data that forecasting offices ordinarily cannot buy. Over eleven years the median error has come down from 5.1 months to 1.8, and the annual report says where that improvement came from, and it thanks the corps by name, and Prieto has the page framed in his office because he cannot decide what else to do with it.

Nothing changed after he published. There was no argument about it, no committee, no rebuttal. Two colleagues told him it was well written. He is still working. When he is asked whether he considered stopping, he says that a subject in front of him this afternoon can have four months or not have them, and that he has never worked out how the four months are supposed to be weighed against a calibration curve.

The Card Room

Off the corridor behind the hearing rooms there is a sorting frame and two staff whose whole job is the quarterly mailing: one prepaid endorsement card per open case, name and case number printed, one line of text, a block for a thumb.

Seventy-one percent come back signed inside two quarters. The staff know the repeat non-returners by case number the way a postal walk knows its addresses. There is a file that has been open eleven months, then fourteen, and the card that went out for it in the third quarter came back for once โ€” unsigned, with the postage untouched, and return to sender written across the front in a seventeen-year-old's handwriting.

They filed it. There is no code for it. It went in as returned, unendorsed, which is the same code as a wrong address.

Points of Inquiry

  • Whether an advocacy corps whose wins calibrate the forecast can be described as adverse to it, and who inside the Registry would be responsible for answering that.
  • Why both amendments to the code have lengthened the notice before lapse, and why neither touched the column the lapse reports into.
  • What the Registry would do with an objection that reaches thirty-six months while the subject is still attending hearings, which has never happened, and which becomes possible in 2186.
