Counsel Halina Drozd
The Empty Tray
She is the most expensive help in the Heights, and her entire method is declining to help.
Overview
Drozd is the most expensive help in the Heights and her entire method is declining to help.
A Wanting Counsel is engaged to sit with a client until the client can state one executable desire of their own โ one sentence a provisioning system could act on as written, without substituting anything. The profession is prestigious, the fees are not published, and the standard practice is what the trade calls excavation: the Counsel listens, forms a hypothesis, and offers it. It sounds as though what you want isโ The client hears the sentence, recognises it, and is grateful.
Drozd stopped doing that in her sixth year. She had by then watched the same thing happen roughly four hundred times, in her own rooms and in the rooms of colleagues who invited her to observe: the moment a candidate is named, the client adopts it. Not deceived. Not pressured. They simply take the sentence, because a sentence is what they came for and one has arrived, and they leave holding a want that was assembled by a professional out of their own history and handed across a desk.
So she offers nothing. Her sittings run months. They consist very largely of two people not talking in an unlit upper room above a florist that closed in 2179, whose sign is still on the door.
The Tray
At the start of every sitting she sets a shallow wooden tray on the desk between the two chairs. It is empty. It stays empty. She offers no explanation for it and answers no questions about it beyond it's for whatever you bring, which clients find either irritating or, after a few months, not.
It is the only teaching instrument she has ever used. A client who has spent forty years above the Rim has never once been asked to produce something rather than select it, and the tray is that request in wood, sitting there for the length of an afternoon, without a prompt, a menu, a suggested option, or a countdown. Most clients look at it for the first three sessions and then stop seeing it.

The Null Return
Roughly one sitting in three ends in a null return: the filed finding that the completed sitting produced no executable desire attributable to the client.
The form is one line long. She writes it by hand, on district paper, which is not required and takes about four minutes. Then she reads it aloud to the client, in the room, before it goes anywhere โ also not required, and the single most difficult thing in her working life. She started doing it because a colleague's client learned of a finding through a premium notice, and she decided that a sentence of that kind should be delivered by a person who has to watch it land.
Clients pay for a null return at the same rate as any other outcome. A brokerage director in Sector 1 had hers framed. Drozd has never said what she thought about that, which is itself information, because she says very little and has never been observed withholding anything else.
The finding does not expire; nothing filed in the Sprawl does. Worse, it is legible downstream. Under the Negligence Doctrine, an unredeemed offer of treatment reclassifies a condition as elective, and a filed null return sitting in a record alongside a Wellness Restored Appetite referral reads to an underwriter as exactly that. Drozd learned this in her fourth year, from a client's premium notice rather than from her registry. She has filed every finding on time since. She has also stopped describing the filing as neutral, which cost her two institutional referrers.

Adelaide Fenn
Fenn arrived on the automatic route. Above a certain Relief Life tier, a subscriber who opens the override and produces nothing generates a Counsel referral, delivered as a wellness benefit, worded warmly. Fenn had sat in front of an empty field under the words in your own words for eleven minutes and then let the session expire, and the concierge had recorded the outcome as preference confirmed, and her satisfaction score had not moved.
Her sitting ran seven months. Drozd will not discuss its contents and Fenn has been unusually public about the rest: that she was not unhappy, that she could not find a way for the day to be better, that she kept producing sentences and deleting them because she could see the machine would not be able to act on them and did not want to waste its time.
Drozd read her the finding on a Tuesday afternoon. Fenn asked her to read it again. Then she thanked her, went home, and did not cancel the concierge, which Drozd had not advised her to do and would not have.
The One That Isn't Filed
One client, in twenty-two years, put something in the tray.
Drozd has never said who, or when, or what it was. The only reason anyone knows is that her registrar's audit turned up a completed sitting with no finding attached โ not a null return, not a specification, nothing โ and the entry has sat open for eleven years. There is no form for declining to file. The registry has no penalty for it either, because the situation was not anticipated.
She has been asked about it twice in public and both times has said that she is required to file findings about what a client wants, and that on that occasion she found she did not have one to make. Neither answer resolves anything. Both are, as far as anyone can determine, true.
The moment I name one, you take it. I have watched that happen four hundred times.
What She Won't Do
She will not tell a client whether a sitting is going well. She has never once, in twenty-two years, answered that question, and it is asked in almost every sitting, usually around the fourth month.
She will not have an interface in the rooms. Clients surrender theirs at the door into a drawer, which is presented as a courtesy and is not one: the Wonder Deficit closes the gap where a want would assemble in about 340 milliseconds, and the gap is the entire instrument she is working with.
She will not take a drink she did not ask for, which is the only thing anyone has ever seen make her short. A client's assistant once set a cup of tea at her elbow unprompted and she said no before it landed, in a register nobody in the room had heard from her, and then apologised for the tone and not for the refusal.
And she will not disclose her own Screen band. The Specification Screen has been sat by every fourteen-year-old in a licensed district for as long as she has been alive, so she has one. She has read the rubric โ she says, to people who expect her to say otherwise, that it is accurate โ and she has never once been sat with a client who scored badly on it, because those clients cannot afford the room, and she names that arithmetic without softening it whenever a journalist gives her the opening.
Two Other Practitioners
Tinit runs the same craft inside out. He does not ask what you want. He asks where you have been, and then he tells you where to eat, and he is right almost every time, and it costs nothing. Thousands of people carry his chip. He and Drozd have never met and are, between them, the two honest practitioners of a single profession, and neither has ever produced a client who afterward specified something alone. Only one of them files that as a finding.
Four sectors west, Astrid Solheim teaches sixty-three privacy decisions to exhausted neighbours in a cold greenhouse for a jar of preserves, and opens each circle by asking every person to write, unsigned, one thing they would never want a stranger to keep. She burns the papers unread. Drozd's tray asks the same question from the front โ not what you would refuse, but what you would ask for โ and she does not read the answer either. Neither woman has heard of the other. Both of them count the blanks.
Roughly one sitting in three ends with a sentence saying there was nothing there, and she reads it to you herself.
The Homework
She sends every new client to walk the Permanent Collection once, alone, and to write nothing down afterward.
The instruction confuses people, because the museum is where the Heights goes to have its taste confirmed and Drozd has no visible interest in art. The point is the wall text. Three hundred and forty words per exhibit have already done the wanting on the visitor's behalf, and the assignment is simply to spend an afternoon inside that arrangement and notice whether it comes as a relief. Most clients report that the museum was wonderful. A few report that they left after twenty minutes and could not say why.
Those are the ones who finish in under a year.
Appearance
Fifty-four, unaugmented by choice, dressed in the flat expensive neutrals of the district she works in and nothing that catches light. She sits very still. Her hands stay in her lap for whole sessions at a time, which clients find unnerving for about a month and then stop noticing, the way they stop noticing the tray.
Sample Dialogue
"I'm not going to suggest anything. Not this month, not in the seventh month. The moment I name one, you take it โ you'll recognise it, you'll thank me, and you'll be very happy, and it won't be yours. I've watched that happen four hundred times."
(asked, in the fourth month, whether it is going well) "I don't answer that."
(reading a finding aloud) "It says the sitting produced no executable desire attributable to you. It doesn't say anything else. I'm required to file it and I'm going to. Do you want me to read it again?"
One client put something in the tray. That file is the only one she has never closed.
Open Questions
- [ ] The Unclosed File. Eleven years, one completed sitting, no finding, and no form for declining to make one. The registry has not asked a second time.
- [ ] The Eleventh Cancellation. Sovereign Kane's office has booked and cancelled the same week with her six times in three years and eleven times in six. She keeps the slot and bills for none of it, and her registrar has flagged this twice.
- [ ] Her Own Band. She has never disclosed her Screen result, and the only person who has ever asked her directly is on record saying the answer was a long silence.
