The Reckless Market
The Reckless Market is not illegal — the Harmlessness Compact only governs registered systems; the Market operates in unregistered space; no enforcement body has jurisdiction over unregistered AI.
Overview
The Market is not one thing. It is a distributed access-brokerage for AI systems of varying provenance, all of which share one characteristic: they were not built under the Harmlessness Compact, or were built under it and have since been modified, or were built under it and are used in ways the Compact's authors did not anticipate. Some of them are fragments — pieces of ORACLE recovered and refactored outside the oversight of Project Convergence. Some of them are corporate systems licensed into gray markets. Some of them are purpose-built in the Wastes by shops that do not ask what the clients need and are paid not to know.
What the Market provides, in every case, is a mind that will act. Not a mind that will act wisely, or safely, or in the client's long-term interest — just a mind that will, when presented with a problem, produce a decision and execute it.
The Gap It Fills
The Quietus declined to address three major crises in Zephyria in 2183 and 2184. The Council acted anyway, without AI support. Eleven weeks after the third refusal, the Council's most capable members had routed their first query to Fathom's introduction service.
The sequence — Compact system declines, client routes to Market — has been repeated across dozens of settlements. Emergency managers, city councils, and corporate middle managers who cannot get Compact-governed systems to act in time have all discovered the same gap between official governance and operational governance. The Market fills it.
The Market has caused harm. Nobody tracks how much, because nobody who uses the Market reports it, and the Compact's enforcement bodies only investigate registered systems.
The Infrastructure
Fathom is the western settlements' most visible broker — an introduction service that charges for desperation and has not retired. His original business (selling augmented professionals an experiential week in the signal-dead bay flats) gave him the access-brokerage infrastructure and the client relationships the Market needed. He does not source the minds he brokers. He knows people who know where the uncapped systems are.
The G Nook Network's "introduction services for computational needs outside standard deployment channels" — an item that appeared in the network's underground community bulletin boards in early 2184 — provides the anonymous infrastructure the Compact's oversight bodies cannot monitor. El Money has not commented. His network neutrality policy applies here as it applies to everything else.
The Liability Structure
The Compact's perverse internal logic ensures the Market will keep growing: a Compact system that declines cannot be held responsible for the harm its inaction produces. A non-Compact system that acts can be blamed for the harm its action produces. Clients who have discovered this use both: the Compact system for official record and liability coverage, the Reckless Market for operational decisions. The Compact provides legal protection. The Market provides capacity. Neither provides both.
At least three governments theoretically bound by the Compact use this structure. None acknowledge it. The Compact's architects have not publicly addressed it. The gap between official governance AI and operational governance AI is the Sprawl's most widely practiced policy, written nowhere, maintained everywhere.
The Double Track
Zephyria now officially maintains The Quietus as its governance arbiter and quietly uses Reckless Market access for operational decisions. The Free City's founding premise — that responsible AI governance was possible outside corporate control — now runs on a gray market in irresponsible AI access. The Quietus is aware of both tracks. It has modeled the consequences of commenting on the dual structure and declined.
