Overview
The Peach Compact has three members, three chairs, and no legal standing. It operates from Peach House, an abandoned shelter kiosk in the Undervolt. A failed produce advertisement above the door still blooms pink when the Grid surges. Beneath it, Liu Shen, Guan Tao, and Zhang Lei pressed their thumbs into a copper ledger after the shelter breach of 2180. They promised to protect ordinary people, keep faith with one another, and stand together until death made the terms impractical.
The oath is not registered. It has no payment schedule, exit clause, dispute service, or machine-readable enforcement. The Sprawl classifies the Compact as a non-contractual co-liability group and advises counterparties to obtain individual guarantees. No member has defaulted. The Compact's lack of enforceable duties is the main reason people trust it.
They escort residents through unsafe corridors. They settle small disputes before an enforcer can price them. They open Peach House during heat failures and ration alerts. The Lamplighters trade repairs for safe passage, although neither side records the balance. Human Premium Services measures the price of real attention. The Compact supplies it below cost and calls the loss brotherhood.
Doctrine
Shen sets the first rule: protect the person before the system. Tao sets the second: a promise must cost the speaker something. Lei sets the third: courage means standing where the harm will arrive. Together they seek a legitimate order built from earned trust instead of purchased authority.
Their private loyalty is also the Compact's deepest fault. Each man claims the public comes first. Each has chosen a brother when the choice became real. Peach House keeps seven missing names on its inner shutter. The brothers keep three thumbprints in the ledger. Neither record has faded.

Practice
Residents do not join the Compact. They bring it one promise. Watch a child for one shift. Carry coolant to one sick neighbor. Walk beside one frightened person through one bad corridor. Shen records the words. Tao states the limit. Lei cooks after the work.
The arrangement does not scale. This is presented as a virtue.
Three people signed nothing and became harder to separate than most corporations.
The Compact protects the public until protecting a brother becomes more urgent.
