In 2181 she refused a woman a place on a suspension ward. Four pages. She took care over page three, where the comparison sat.

The applicant's daughter, Rosa Iturbe, wrote back. Two lines. Thank you for explaining it so clearly that I could understand.

There was nothing to appeal. The notice had made that plain, which was its job. Junia resigned that quarter. The note is folded in her desk drawer. She shows it only to people who already know what it is.

Now she reviews for an Old Town audit house paid per finding. She holds a Grade B licence under the Bare Form. Its one condition: she may never be told the reasons behind anything she reviews. Each page is one line of outcome above three quarters of blank paper. The pay is four times the district's.

She is the house's top finder and cannot say how. Her guess: she knows exactly what a good reason looks like, and the licence stops one working on her.

She checked once what her findings reach. Under the Occupancy Rule, nothing, as long as somebody sat in the seat. She did not check again. Upstairs, Licensed Human Oversight signs decisions it cannot read. Downstairs, she reviews them blind.

Grade B careers last about six years. She is in her third.

Maricel Dayrit wrote reasons into a box nobody read. Junia wrote reasons everybody read and nobody answered. Hollis Sarr reads other people's letters and may not open his own. Junia may no longer read one. She finds these comparisons unhelpful.

The Forfeit Seat builds a reliable witness by taking away a member's standing. Grade B takes away the reasoning instead. No review has set the two side by side.

The Boalt Docket has asked her twice to back repeal. She will not argue for less explanation than people get now.
