The Transcript Office reads bonded lattice closed: its scanners image through the folded stack and resolve the ink inside the creases without unfolding the sheet

Overview
Bonded lattice holds its ink inside the folds. That is why the sheets survived the Aftershocks and why nobody can open one: unfold it and the text shears off in the crease, leaving a clean blank page.
The Office reads them closed. A folded stack goes into a tray under a cold lamp, the scanners image through the layers, and a transcriber resolves the ink into a text. The text goes up at the public counter, where anybody may read it for nothing, as often as they like, in good light.
Since 2173 that text is not a copy of the instrument. It is the instrument. The sheet in the tray behind the counter is a conservation object, and the Office keeps it, and does not open it, and could not tell you whether the two agree.
How It Works
The reading room is four benches, a public counter, and a tray wall. The dial above the wall holds one humidity number and has held it since 2166. Somebody checks it by hand twice a day and writes the reading in a ledger, which is the only part of the operation that has never been automated, on the stated ground that a dial that reports itself is a dial nobody looks at.
Intake is unglamorous. A sheet arrives folded, gets a tray, gets a number, gets read. Good Fortune's couriers bring the largest volume and are known by name; their instruments arrive already folded, drawn to a house standard, and the counter staff have never had cause to ask about the stock.
The scanners are good. Everyone agrees the scanners are good, including the people who file against the Office, and the staff will show you the resolution passes if you ask at the counter, which they enjoy. What the scanners cannot do is disagree with themselves. A second read of the same sheet returns the same text, because it is the same instrument imaged the same way, and a confirming read is not a check.
Eleven originals have been opened in the Office's history. All eleven were opened before 2161, before the Conservation Ground existed, and the eleven are why it does. The staff can name them. There is no plaque.

The Conservation Ground gives the Office its authority and keeps its trays shut; Constance Ilori keeps the trays. Good Fortune fills them. The Boalt Docket files against them. The Deep Stack is the older version of the same arrangement, unattended and without a counter โ a civilization already governed by a text no living human can read.
Hollis Sarr runs the street version four credits a page, on letters people are permitted to open. Licensed Human Oversight supplies the warranted signature on condition reports nobody can independently check, which the profession finds unremarkable, because it is.
The Office's own open question is one it has never published. Its charter calls its staff transcribers. They call themselves readers, and nobody has corrected the charter.

Social Impact
The counter is the most genuinely public institution on the administrative shelf. It is free, it opens early, and the queue moves. A Dregs tenant can walk in, read the text of the instrument that governs their block, and leave with it written down. Nothing in the licensed districts is easier to get.
That is the whole of the access, and it is more than most people had before 2158, when the instruments were closed and the texts were nowhere. The Boalt Docket's volunteers use the counter constantly and say so. Dr. Elin Baptiste has read one transcript more times than any other reader of that instrument and can recite the figure in it. Reading it again produces the figure again.
Downstream the Office's condition language has become a market vocabulary it never intended. The Authenticity Tribunal certifies provenance on the Office's condition reports without examining a sheet. The Salt Ledger quotes the same three words at the rostrum โ closed, sound, unread โ and the room pays a premium for them.
Tomรกs Linares does the opposite thing for forty thousand books: he reads by copying, which preserves the text and cannot scale past one pair of hands. The Truth House verifies by eye and turns bonded work away on principle. Between them the Sprawl has one method that scales and one that can be checked, and they are not the same method.
