She has run the freest court in the Sprawl for nineteen years and made one thing happen.
Overview
The post was not competitive. She was thirty-nine, nobody else applied, and the district gave her the hall.
Nwaneri is Chief Registrar of the Sector 2 Speaking-Pace hall, the ground-floor room of the chartered court with its own street door on the Market side, six hundred metres downhill from the Stacks that most of her gallery walks down from. Under Article 6 she may not charge a fee, may not screen a filing for merit, and may not stop a petitioner who is still speaking to the point. She has held the post since 2165.
In 2166, her second year, she ruled against a haulage schedule and the schedule changed. That is the last Speaking-Pace ruling in the district to attach to a live instrument. She has issued none since, and she is the only registrar still working who has issued one at all.
The document hangs behind her bench, turned face-inward to the wall.
The Room She Keeps
The appropriation pays for a hall, and she spends it like someone who expects the hall to be used.
The radiator works. The tea is real and there is no charge for it. The floor runner has been replaced twice in her tenure and is worn through again along the path from the door to the filing window, which is the detail most visitors remark on and the one she is quietly proud of. Her court's finance office has asked her to itemise the radiator, the runner and the tea twice. She itemised all three in full, both times, and the second request came from her own presiding judge.
She is also good at the job that remains. Petitioners get their entire account, including the parts a fast bench would cut for irrelevance, because the thing a person came to say is usually four minutes behind the thing they open with. She let a man describe a stairwell for eleven minutes once. He was working up to it. He got there.

The Lever
She could close the Docket honestly, tomorrow, and she knows exactly how.
An appropriation returned unused is a formal finding that the office is not needed. A chartered court that cannot demonstrate a functioning Speaking-Pace bench is a court whose charter is open to challenge, which is why the districts want the halls staffed and the returns clean. If Nwaneri sent the money back with a note, the finding would travel further than anything she has ruled on in eighteen years. It would also be the only Article 6 act of her career that changed something.
She has filed for the full amount nineteen times.
Asked why, she gives an administrative answer about continuity of the register, and the answer is true, and it is not the reason. The reason is in the gallery on any working morning: the room is full, and the people in it have come a long way for the one thing the Sprawl still gives away, and she is not willing to be the person who takes it off them to make a point about tempo. She is aware this is the argument every institution makes for keeping a thing that no longer works. She has not found the hole in it.
What She Will Not Say
Petitioners ask her what their chances are. She tells them the process.
That silence is inherited. District registrars stopped quoting odds in 2144, back when ORACLE was re-cutting the terms of most of the world's trade on a continuous cycle and there had ceased to be a number worth giving. Nobody minuted the decision and nobody has revisited it, and Nwaneri has kept it for nineteen years without ever being instructed to.
Pressed on it in front of a full gallery, she has said the same thing more than once. That she is not licensed to tell a person their case is worthless. And that if she were, she would still have to be sure it was the case that was worthless and not the calendar.
Her petitioners do not agree about this and they do not divide evenly. Some write afterwards to thank her, particularly the ones who were heard for the first time in their lives. A smaller number tell her to her face that the warm room and the full hearing are the most expensive lie in the district, because a person turned away at the door goes and spends those eleven days on something that might work. Both kinds of letter go in the same drawer, unsorted, and she has never told anybody which stack is thicker.
Elena Sarkisian of the Boalt clinic, who files here more than anyone and has twice asked Nwaneri for the figure no court publishes, has said in the reading room that Nwaneri is the most honest person in the building and that the building should be closed. Nwaneri has never disputed either half of it.
