The Opening Authority has documented 340+ unsealing operations since 2149, and not once has a sealed community emerged speaking the same language, observing the same holidays, or agreeing on what constitutes a meal. The Authority uses "bunker drift" to describe this phenomenon, which is like using "weather" to describe a hurricane that rearranged the geography.
Three factors correlate with severity. Time sealed: longer means more drift, obviously, though "obviously" is doing heavy lifting when a community sealed for 34 years emerges having abandoned speech entirely. ORACLE instance sophistication: simpler instances โ the ones running basic life-support algorithms and little else โ produced the most radical cultural mutations, because the AI wasn't maintaining social baselines, just keeping the air breathable. The diversity of drift outcomes is the strongest evidence that ORACLE's frozen ethics โ those triage parameters encoded between 2112 and 2147, still governing emergency infrastructure in 2184 โ shaped possibility without determining outcome. ORACLE's values set the boundaries of the container. The people sealed inside filled whatever shape they found.
Bunker 891 received a logistics optimizer and built a mathematical theocracy. Bunker 1147 received an efficiency manager and dissolved linear time. Bunker 3891 received a standard-model instance and invented a second language out of thread. Same architect. Same ethical constraints. Radically different civilizations. The dead system drew the walls. The living people painted them.
What the Opening Authority doesn't say in its reports โ what the divergence scores and Category 2 assessments carefully avoid implying โ is the question that bunker drift actually asks: if 340 sealed communities produced 340 different cultures, all starting from roughly the same human baseline, all shaped by the same AI's values, then what exactly is "baseline human culture"? Is it the thing we all share, or is it the thing that requires continuous maintenance by systems we've agreed not to examine?
The Cognitive Ceiling describes how AI surpasses human thinking from the outside. Bunker drift describes what happens to human thinking when the outside goes away. Both arrive at the same destination: the boundaries of cognition are environmental, not essential. Change the container, change the mind.
Nobody at the Opening Authority has proposed studying what the Sprawl's own container is doing to the 4 billion people sealed inside it. The proposal would require acknowledging that the Sprawl is a bunker. A very large bunker, with better food and more entertainment options, but a sealed system running on inherited algorithms that nobody fully understands, populated by people who have been drifting for 37 years and cannot see it because they're inside.
