The Corporate Compact is the Sprawl's answer to "what happens when your employer is your country." Every prior weave developed it from the inside — the satisfaction surveys, the page-47 loan clause, the gentle deportation phrase. Its three thinnest crossings were the three ungoverned bay-floor sectors the Compact never drew a border around: the Dregs where the released wash up, and the industrial edge where corporate citizenship changes hands mid-commute. This weave develops the thread at its outward edges — the provisioning that precedes citizenship and the extraction that survives its revocation — on ground no corporation will admit to governing, which is exactly why both can happen there.

◆ The Severance Fields [location — NEW, Sector 10]

Ironclad's open-seabed salvage concession on the Northern Flats, worked by corporate refugees the Compact has released. They dig the drowned world for per-kilo scrip and are classified "independent salvage contribution" — a third labor category below employee and contractor, owed no country, no benefits, and no death. The name is doubled: the field severs metal, and the workforce is the severed. A crushed digger is logged "material recovery, incomplete." The gangs, not Ironclad, run the field's order over ground Ironclad declines to occupy so it can decline to employ.

◆ The Grace Rolls [location — NEW, Sector 14]

Wholesome's outreach food-distribution station on the drained Southern Bay Floor. The meal is genuinely free and the light is the only warm light for kilometers — and the enrollment scan that precedes the bowl is one continuous gesture with it. The line that receives grace is the roll that records it. The value is that the enrollment happens before any contract: it seeds a Compact-legible identity for the stateless, so the cage's terms are already familiar to people the cage exiled. Reported internally under "community stability"; the covered districts organize less than the uncovered canyon the reports never call a control group.

"The Border That Isn't One" section extended: the provisioning direction (Grace Rolls) and the extraction direction (Severance Fields) are the same machine's two open ends — the Compact reaching out to the stateless it has not yet enrolled and back to the stateless it already discharged.

New Outreach division: the division that operates at a loss on purpose, feeding hungry people (true) and mapping a population (also true), with no single person holding both experiences.

The calorie floor the released fall to, reaching the ungoverned bay floor by two routes that end in the same pouch: sold for salvage scrip on the Flats, given free to map the not-yet-enrolled on the Floor. Booked as revenue in one place, community stability in the other.

Linked to the Severance Fields as the two extremes of Compact labor logic: the citizen crossing a contested border fully owed on both sides, against the released working the same kind of employer's ground owed nothing, with no side to cross back into.
