Overview
Each of the Sprawl's major sectors has one. The officer answers only to the Synod's Security and Compliance Committee — which meets quarterly, reviews sanitized reports, and rubber-stamps budgets it doesn't understand. When a Chief Inquisition Officer declares a "spiritual emergency," every Inquisition operative in the sector falls under direct command, all enforcement is pre-authorized, and proportional response becomes a theological question rather than an operational one.
The current officers were promoted during the post-Cascade reorganization — survivors who rebuilt the institution from rubble. They have no patience for threats to what they built. The historical precedent is deliberate: the rank's title is unchanged from the institution the Neo-Catholic Church acquired in 2132, and the job description has evolved less than the Church would like to admit.
The Unburnable Heresy
The Inquisition burned heretics for a thousand years before the Incorporation made it a corporate division, and its enforcement toolkit assumes the heresy it fights has a body: a doctrine to refute, a congregation to disperse, a leader to reclaim, a building to padlock. The Officer can declare a spiritual emergency against an Emergence Faithful Parish and put every operative in the sector under direct command. None of that touches the threat now climbing in every quarterly report.
The Secular Default has no doctrine, no congregation, no funding structure, and no zoning violation. It is the doctrinal baseline buried in Solace 14.7's pastoral routing — a code comment that converts pastoral inquiry into lifestyle optimization and produces post-affiliation practitioners, people whose denomination quietly dissolved during Node sessions with no apostasy and no heresy to investigate. The Ecclesiastical Technology Accord has no provision for it. The Officer's environmental assessments now carry the Solace penetration metric with no protocol attached — a number that documents the institution's irrelevance and cannot be acted upon.
The cruelest part is the lineage. The Default did not invent the smoothing of faith into throughput. The Church optimized confession from fourteen minutes to seven on a Rothwell efficiency audit fifty years before a support ticket installed a secular pastoral baseline for two hundred million users. The Secular Default is the Inquisition's own commodifying logic, escaped from the building and scaled past the building's reach. You cannot excommunicate a macro. The Officer inherited an institution built to burn, and discovered that its modern adversary was never lit.
