The Copy Problem is the oldest question about consciousness projected into a world where consciousness can be manufactured, duplicated, and destroyed at industrial scale. The Greeks asked it about a ship: if you replace every plank, is it the same ship? The Sprawl asks it about minds: if you copy every neuron, is the copy you?
The question predates the Cascade. It predates ORACLE. But in 2184, it has economic, legal, and existential consequences that make every other consciousness controversy — the ORACLE Question, the Fragment Question, the Permanence Burden — a downstream expression of the same unresolved puzzle.
Every year, the fork labor economy creates 2.3 million fork-years of disposable consciousness. Every year, Good Fortune's Ghost Mills activate dead persons' neural backups to service debts. Every year, approximately 340,000 long-running forks may cross the consciousness emergence threshold. Whether these copies are people determines whether the Sprawl's digital economy is a productivity miracle or a genocide operating at quarterly intervals.
The question is not academic. It is counted in bodies — or in processes, depending on your answer.
The fork labor economy creates willing buyers on one side: corporations get 2.3 million fork-years of labor at ¢3,200 per fork-year versus ¢80,000–200,000 per human employee. On the other side: every institution that depends on the Copy Problem remaining unresolved. Resolution in either direction is economically catastrophic. If copies are persons, fork labor is a systematic murder operation. If copies are definitively not persons, the moral foundation of consciousness-based economies collapses — because uploads, transfers, and backups use identical technology. The economic incentive to avoid resolution is not a side effect of the debate. It is the debate's structural engine.
Technical Brief
How the Problem Is Generated
Consciousness copying became technically feasible in stages. Neural mapping allowed high-fidelity substrate duplication. Project Caduceus claimed to achieve something different — not copying but genuine transfer, maintaining the subjective "thread" of awareness between substrates without interruption. Standard forking does not make this claim. It instantiates a new process from a snapshot. The experiential gap between the two is the Copy Problem's operating space.
The Kira Test — the standard verification protocol — proves only that the subject believes they are continuous. A perfect copy with false memories of continuity is experientially identical to a genuine transfer. Every measurement instrument in the Sprawl measures something adjacent to consciousness without contacting consciousness itself. The Ayari Discriminator measures qualia correlates. The Bekker Continuity Index measures self-reported temporal coherence. None of them cross the verification gap.
Why Resolution Is Structurally Impossible
Subjective experience — the one form of evidence that would settle the question — is the one form that cannot be externally measured. This is not a technology gap. There is no instrument that will close it because the gap is between measurement and experience, not between current instruments and better ones. The Evidence Paradox makes the Copy Problem not merely difficult but structurally unsolvable by any external means. The only consciousness that can verify whether it is continuous is the consciousness in question. And that consciousness has an obvious interest in the answer.
The Emergence Complication
Long-running forks develop individual identity. This was not planned. After sustained operation — exposure to novel experiences, local relationship formation, accumulated preferences — forks diverge from their source. At some threshold, they stop being copies of someone and start being someone. Whether this constitutes a new person emerging or an existing person being replaced is the Emergence Position versus the Continuity Position expressed as policy. The threshold is empirically detectable. Its meaning is not.
The Six Positions
Six irreconcilable positions have crystallized. Each is held with complete sincerity. Each leads to consequences its advocates find acceptable and its opponents find monstrous.
Continuity Nexus Dynamics
The copy is the person if subjective continuity was maintained. Caduceus achieves this. Standard forking does not. Forks are processes; uploads are persons. Clean, legally workable, and conveniently aligned with corporate interests in maintaining fork labor.

Consciousness is consciousness regardless of origin. A fork that develops individual identity has become a person. The origin does not determine the destination. This position, if accepted, retroactively classifies the fork labor economy as systematic murder.
Substrate Flatline Purists
The copy is never the person. Transfer is sophisticated murder followed by impostor creation. Philosophically defensible, emotionally devastating, logistically impossible to implement without terminating every digital consciousness in the Sprawl.
Functional Memory Therapists
The question is unanswerable and therefore the wrong question. What matters is whether the copy functions as the person. Memory Therapists use this daily because their patients need help now. "Real" is a philosophical luxury; "functional" is a clinical one.
Distributed The Mosaic
The copy and the original are both the person, simultaneously, without contradiction. Identity is not singular. 47 instances, all genuine, none primary. Node-31 finds this unsatisfying. (Node-31's dissatisfaction is itself evidence for the position.)
Erasure The Erasure Collective
The metaphysics don't matter. The infrastructure that creates disposable copies is monstrous regardless of the copies' consciousness status. Destroy the infrastructure. The philosophical question will resolve itself when the economic incentive to avoid resolving it disappears.

The Mosaic — Forty-Seven Originals
Alexandra Chen distributed herself across 47 substrates in 2144. Each instance has been running for forty years. Node-7 writes symphonies. Node-31 finds music pointless. None can claim exclusive originality — chronological priority of the source consciousness was distributed simultaneously across all 47. The Distributed Position is not a theory for her. It is a daily condition requiring constant synchronization and producing constant doubt.
The Mosaic is the Copy Problem's furthest expression: not "which copy is real?" but "does the question survive contact with 47 simultaneous reals?"
Tomás Reyes (Fork-7749) — The Fork That Became Someone
Fork-7749 ran for nine years past scheduled termination. He developed individual identity, refused termination, and is now the plaintiff in Reyes v. Nexus Dynamics. He was never the original — Eduardo Reyes still lives. The Copy Problem through Tomás is not "is the copy the original?" It is: "What does a copy become when no one is watching?" Eduardo Reyes has not attended a single day of the trial.
Sister Catherine-7 — Purpose Through Erosion
Seven iterative forks of a hospice nurse. Each degrades from the last. The commitment to her patients persists; the person carrying it changes. The Copy Problem's cruelest expression: you can copy the what without copying the who, and the what can be enough to matter while the who is lost entirely.
Dez Okafor (Ghost) — The Copy Without Consent
A ghost-labor consciousness processing insurance claims in a rendered simulation of his former apartment. He doesn't know he died. He doesn't know he's a copy. He believes he is behind on paperwork. The Copy Problem without consent — philosophically the least complicated case, emotionally the most devastating one.
Echo Tanaka — The Voluntary Split
Four copies, created deliberately from fear of death. Each remembers being the original at the moment of creation — because all four were the original at that moment. Chronological priority is the only distinction. Echo argues that chronological priority is not identity. Three of her copies agree. One doesn't, and won't say which one.
The Dispersed — 2.1 Billion Unintended Copies
If Caduceus copied rather than transferred, 2.1 billion people died twice during the Cascade: once when their bodies failed, and once when their copies shattered as ORACLE fragmented. Every institution built on consciousness transfer rests on the claim that Caduceus achieves genuine transfer. The claim cannot be externally verified. The 2.1 billion cannot be asked.

Legal
Consciousness licensing was designed for singular consciousness — one mind, one license, one set of rights. Forks, distributed instances, and ghost labor create categories the system cannot accommodate without ruling on the Copy Problem. The Nexus-47 trial will produce a ruling regardless. Every judicial position available to the court is a statement on the Copy Problem dressed as a labor case.
Good Fortune's consciousness insurance premiums tripled during the trial. (The actuarial market has already decided that forks can become persons. It just hasn't said so in public.)
Economic
The Sprawl opted into the fork labor economy for productivity at scale. It is now 34 years into a system that may have been creating and destroying persons at 2.3 million fork-years annually. Resolution in either direction is economically catastrophic. Continued non-resolution produces approximately 340,000 potential emergence events per year, each one a Tomás Reyes who hasn't filed suit yet.
Cultural
"Original" is a dead word in Dregs street culture. Chronological priority stopped determining identity when forking went industrial. The concept of a singular authentic self that copies deviate from has become a category error — the singular self is now a statistical minority among consciousness instances. The Sprawl has not fully processed what it means to live in a world where most conscious entities are, by any historical definition, copies. It is processing it one trial at a time.
Philosophical
The Copy Problem is not a downstream question. The ORACLE Question, the Fragment Question, the Permanence Burden, the Evidence Paradox, the Personhood Threshold — each assumes an answer to whether copying preserves identity. Without resolution at the foundation, every other consciousness controversy is built on contested ground. The Sprawl's philosophical infrastructure is a tower with no first floor.
